Federal legislation requires each state to have and implement a State Safety and Security Oversight program for its rail transit systems. The ODOT Rail Transit Safety and Security Oversight Program fulfills this requirement. ODOT's Rail Transit Safety and Security Oversight Program Standard (SSOPS) describes the program and defines the respective roles and responsibilities of ODOT, transit agencies and the FTA in its implementation.
§ 49 CFR Part 674.11 State Safety Oversight Program states:
"Within three years of April 15, 2016, every State that has a rail fixed guideway public transportation system must have a State Safety Oversight (SSO) program that has been approved by the Adminstrator. FTA will audit each State's compliance at least triennially, consistent with 49 U.S.C. 5329 (e)(9)."
Recently, Governor John Kasich received a letter from the Federal Transit Administration (FTA) approving and certifying Ohio's State Safety Oversight Program. Ohio is the first state to be approved and certified.
The Greater Cleveland Regional Transit Authority (GCRTA) operates a rail transit system (Rapid Transit). The oldest portion of this system has been in operation since 1913. The Cincinnati Streetcar, a joint project of the City of Cincinnati and the Southwest Ohio Regional Transit Authority (SORTA), began revenue service in September 2016. GCRTA and SORTA are required to submit a System Safety Program Plan (SSPP) and System Security Plan (SSP) to ODOT that complies with the requirements of the SSOPS.
