The mission of the ODOT Equal Employment Opportunity and Affirmative Action Program is to take result oriented steps to ensure equal employment opportunity for women, minorities, veterans and people with disabilities.

The mission is accomplished through the following action steps:

• Developing the Federal Annual Affirmative Action Plan
• Developing the State EEO Strategic Plan
• Setting and monitoring the attainment of utilization targets and employment transactions and recommending improvement where needed
• Diversifying recruitment and outreach efforts in accordance with the Human Resources Plan
• Analyzing applicant demographics to ensure adequate recruitment methods are in place
• Training management on incorporating equal employment opportunity and affirmative action guidelines into hiring decisions
• Conducting Quality Assurance Reviews to ensure equal employment opportunity and affirmative action policies and procedures are followed

FHWA Affirmative Action Program Guidelines (23 CFR 230 C)
In order to receive federal funding from FHWA, ODOT must have an affirmative action program.

State of Ohio Policy on Establishing Affirmative Action Plans (OAC §123:1-49-04)
The laws of the State of Ohio require that each agency shall establish, maintain and carry out a continuing Affirmative Action Plan designed to promote equal opportunity in every aspect of agency personnel policy and practice.

EEOC Policy Statement on Affirmative Action (29 CFR §1607.17)
The goal of an affirmative action plan is the achievement of genuine equal employment opportunity for all qualified persons. Selection under an affirmative action plan should be based upon the ability of the applicant to do the work. Affirmative action plans do not require the selection of the unqualified, or the unneeded, nor do they require the selection of persons on the basis of race, color, sex, religion, or national origin.
