In order to receive federal funding from FHWA, ODOT must have an affirmative action program.

The goal of an affirmative action plan is the achievement of genuine equal employment opportunity for all qualified persons. Selection under an affirmative action plan should be based upon the ability of the applicant to do the work. Affirmative action plans do not require the selection of the unqualified, or the unneeded, nor do they require the selection of persons on the basis of race, color, sex, religion, or national origin.
