The Office of Small and Disadvantaged
Business Enterprise works with DBE firms every day to improve opportunities
to grow and become self-sufficient in order to create a level playing field
on which they can compete fairly for contracts and subcontracts in the
transportation industry.
We encourage all certified DBE firms
to be prequalified with ODOT. We encourage you to take a close look at your
firm in preparation for the Prequalification process. Every contractor in
ODOT’s prequalification program receives a performance rating. The rating
is important because “A contractor's average performance rating for a
calendar year shall be used to determine the multiplier for calculating the
contractor's bidding capacity.”
I would like for you to ask yourself
three questions about your firm:
1.
Is
your firm’s management personnel available and does it execute the
directions of the engineer?
2.
Is
your firm known for its competence in scheduling work and for being very
punctual in starting the project and meeting all contract dates?
3.
Is
you firm’s management personnel available and thoroughly experienced and
knowledgeable in the type of work being performed and do they have a
thorough understanding of the specifications, plans and special contract
provisions with no instruction needed from the project engineer?
These are the first three questions
in ODOT’s C-95 Contractor Ratings Assessment. If, at this time you are
unable to answer these questions in the affirmative, please contact our
office for guidance.
