Ref,52 mark S1101 only has quantity of 10. There should be 20, which would double the weight of 1634 to 3248 lbs.Also it is not marked as needing a coupler, which it does.
Please verify.

With regards to a question posted on 6/18/2010 claiming only one manufacturer of 78" ID HDPE pipes. This question is erroneous and NOT based on fact and is a blatant attempt to appeal to the DOT's sensitivity about sole sourcing. In reality there are 3 manufacturers of 937.02 Type B pipe. One claims to make 18" thru 132", one claims to make 300mm (12") thru 4000mm (158")and one claims to make 18" thru 120" with an *note "Other sizes available upon request." This information supplied is right off each companies web site. I respectfully request the question dated 6/18/2010 not be considered due to the erroneous information being stated.

General Notes (3/17), Item 614 Maintaining Traffic - A road closure may occur for a 30 day period from June 15 - July 31 of 2010 or 2011. Proposal Contract Completion date October 31, 2010. The pump specified in the plans is a model 3790-95 TEFC or approved equal. This pump is only a single phase 3/4 h.p. pump with an 1 1/2" port. Should the pump be a model 3656-95 which is a 3 phase 7.5 h.p. pump with a 2" port?

Does pay item 0014 (embankment) include the placement of granular material, type B? The embankment quantity appears to include earth fill as well as the granular fill. If this remains true, does pay item 0010 granular material, type b to pay for material only? Please clarify.

Regarding Addendum 2, the written addendum added reference number 100, 434 Each - Dowel Holes w/Nonshrink, Nonmetallic Grout. The electronic addendum file only added 34 Each - Dowel Holes to the EBS file. Please revise the electronic file accordingly.

The reinforcing steel quantity revised by Addendum 3 appears to be in error. The 109,662 lbs. is the quantity of superstructure reinforcing steel only and does not include the substructure reinforcing steel. Please review and clarify by addendum.

In response to the question/answer with regards to the possible hazardous nature of the existing cathodic protection system incorporated into the previous deck overlay: it is the owner's responsibility to investigate what material was actually used for this cathodic material. Please provide the manufacturer MSDS information so this item can be accessed and bid according to federal, state and local regulations. Disposal locations will require this information prior to allowing their use of their facilities. Also, if this material is deemed to be hazardous, person protection equipment will need to be used by the labor forces performing the removal operation.

Regarding the railroad tracks shown on the plans, who owns the tracks? These railroad tracks appear to be abandoned. Please confirm if they are abandoned. If not abandoned, please provide the average number of commercial or passenger trains traveling at approximate speed and hours of operation.

Addendum No. 1 for this project (which I will assume will also be issued for every project in the July 15 Letting) is very unclear.  Is ODOT officially recognizing that there is a world wide pavement marking material shortage and if so, are completion dates going to be extended if the material choosen at bid time is not available?  Also, the solution offered in the Addendum No. 1 is not a viable solution to the problem.  There is not one pavement marking Contractor that will be able to guess what material will be available a week from now, let alone months from now.  In addition, almost all the striping companies prequalified to perform pavement marking work in Ohio are not set up to intermix the striping solutions presented and none of us would be able to bid apples to apples, so to speak.  The material pricing may be close, but the application requirements are as different as day and night, which does not begin to provide for a level playing field for competive bidding.

The spec'd bin wall system has a long lead time of approx. 6-8 weeks.  With this long of a lead time the set completion date of Sept 30th 2010 will not be achieved.  Please review and allow for more time in order to facilitate this long lead time item.

Page 3 of the plans, Chip Seal Interim Completion Date. The note states "The chip seal shall be completed in place, including pavement makings by August 15, 2010." This was the same note that was used when this project bid the first time (ODOT 108032 bid 5/13/2010). Is it still ODOT's intent to have the pavement repair, seal work, and pavement markings completed by the 8/15/2010 interim completion date?

(1) The proposal “Utility Notes” lists relocations to be performed by the following company’s: EMBARQ, Time Warner Cable, East Ohio Gas Company, American Electric Power. No dates are given as to when the work will be completed by each utility. Please provide dates when each utility will complete their respective work.

(2) General note sheet 8 “Topsoil” states “The city will have topsoil available at the Van Wert Water Reservoir.” Is there sufficient quantity available for the project (Ref 32 Topsoil 1,284 CY)? Does the material meet the 659 specification? Is there any cost to the contractor for the topsoil?

(3) General note sheet 10 “Construction Sequence for 2010” paragraph 2 states the contractor may continue to install sanitary sewer and other utilities however the trench must be properly backfilled and finished with a minimum of 3” of hot mix temporary pavement at the expense of the contractor. Since this time period is during the winter, hot mix asphalt plants will not be open. Paragraph 3 allows for either cold patch asphalt or hot mix asphalt on areas that do not disturb Shannon Street. Can paragraph 2 be revised to allow cold mix to be used on the entire project through out the winter? (Comment: If cold mix is not allowed on all work through the winter, then the September 30, 2011 completion date is not achievable.)

(4) Reference 0030 Item 608 reads “Truncated Domes 280 SF”. In the 2010 C&MS under 608.09 (page 459) there is no basis of payment for truncated domes. Should this item read “Curb Ramps 280 SF”? If not, please explain the scope of work intended and basis of payment.

(5) Reference 0022 “Excavation of Subgrade, As Per Plan” is described on plan sheet 9. The item includes “replacing with 304 Aggregate Base, ODOT #1, ODOT #2 or any combination as directed by the engineer”. There is a difference in cost between the types of material specified and the engineer has the discretion to specify any combination. The contractor cannot determine a unit cost based on this broad granular material description. Can the granular material be more specifically defined?

(6) Plan sheet 9 lists “Item Special Geogrid”. There is no bid item for this in the proposal. Please clarify.

This is for the Graffiti Contract - 80311 - We are wondering if it is possible to view the previous years contracts. Alson, the note says MBE Vendor only, we are MBE Certified, does that automatically qualify us as a MBE Vendor or is there another process that needs to take place to get qualified as a MBE Vendor

Plan note D in the lower right hand corner of plan sheets 151A and 153 "A density test on structural backfill of 98% of ASTM D698 Standard Proctor Curve may be required to be performed by a commercial testing lab satisfactory ot the city." Since this project does not have a bid item for contractor performed testing (SS 878) will the testing in note D be provided by ODOT at their expense? Please issue an addendum stating who is responsible for the cost of the commercial test lab.

This project is in Van Wert County which is a rural area of the state. There are few DBE's in the area and if DBE's from other arts of the state do quote (which is not likely) they will not be competitive. The DBE goal is 12%. Would ODOT review the location of the project and reduce the goal.
