This is one of the largest 5 projects this District has ever had. The bid's 6 open. The contractor's selected. On a project 7 this size, we obviously try to have a prebid 8 meeting to get any appropriate questions out in 9 the open. 10 I'm going to go ahead and start with the 11 agenda. We're going to go with introductions 12 first with folks up here. 13 I'm Randy Over. I'm the construction 14 engineer for District 12. 15 MR. ADAMCZYK: I'm Ed 16 Adamczyk, part of the design team from ARCADIS. 17 MR. JOZITY: I'm Dan 18 Jozity with ARCADIS. 19 MR. BENCIVENGO: Ray 20 Bencivengo, the area engineer. 21 MS. OVER: You did it on 15 purpose. 16 I'd like to thank everyone for coming. I 17 appreciate that. We're going to move ahead 18 with the presentation of the project, sort of 19 an overview of what all is involved, follow on 20 from that with a short program from Hard Hatted 21 Women involving women and minorities, in this 22 case, women into the construction trades, and 23 then open it up with questions and hopefully 24 some answers. 25 Right off the top, just there's been a CADY REPORTING SERVICES, INC. 5 1 request to add concrete as an alternate to this 2 project. We don't have any answers to provide 3 to any questions you might ask, so right off 4 the top, I appreciate your thoughts and 5 consideration of that, however, we will not be 6 providing the answers to that today. 7 I'm going to hand it over to Kathy Sarli 8 who is the product manager for production on 9 this very large project. 10 MS. SARLI: Thank you. I 11 just also want to introduce from Lake County 12 Engineers Erin Fink. She's walking by. 13 MS. FINK: Sorry about 14 that. Hi. 15 MS. SARLI: And Allen 16 Pennington from the City of Mentor. And I saw 17 Jim Sayles somewhere -- there he is -- from 18 Willoughby. 19 We're going to do a PowerPoint. I'm 20 going to turn it over to Ed Adamczyk who is the 21 designer. 22 MR. ADAMCZYK: Thank you, 23 Kathy. 24 What I'd like to do is just kind of 25 briefly hit some of the highlights so everyone CADY REPORTING SERVICES, INC. 6 1 has an understanding of what we're trying to 2 accomplish on this project. 3 In general, as you probably note from the 4 plans, it's about a 4 1/2 mile long project and 5 think major reconstruction. All the old 6 pavement's coming out, new pavement's going in. 7 There will be soil stabilization involved on 8 the project to provide a nice firm base for the 9 new roadway pavement. 10 Our project picks up from 91. It will be 11 the eastern part of 91, picking up at the ramps 12 and heading east. It goes roughly, I don't 13 know, probably maybe 1,000 feet or so past 306, 14 so it will include the 306 interchange ramps. 15 They're going to be reconfigured. 16 There's a little stream there called 17 Newell Creek, so we put that in there as a -- 18 you will see that when you're out in the field 19 looking at it. 20 Full lighting replacement. The high mast 21 lighting is going to come down and it will be 22 replaced with what they call a shepherd's 23 crook, kind of more modern you'll see low level 24 lighting systems. 25 And as you see there, we have CADY REPORTING SERVICES, INC. 7 1 interchanges to deal with, half of the 91, 640 2 is the Vine Street interchange, Lost Nation 3 which is going to total a new bridge at Lost 4 Nation, and also it will be 306. 5 Each of those interchanges is where we 6 have some right-of-way impacts where the 7 right-of-way has been obtained or nearly 8 obtained, and there's some slight side road 9 improvements really just to fit in the 10 interchange work. 11 Here's some of the details. If you could 12 go back a little bit, Kathy. Just some more 13 highlights of the project. 12 mainline 14 bridges. A lot of this, you know, you had the 15 left and the right situation, they're all being 16 widened and redecked. In some cases we have 17 some minor rehabilitation occurring to the 18 bridges as well. 19 As I mentioned, Lost Nation will be 20 lifted up, and that's one of the key elements 21 of this project is, as the phase construction 22 will be explained here shortly by Dan, getting 23 the existing Lost Nation bridge up and out of 24 the way for the next phase of construction is 25 going to be a critical element that everyone CADY REPORTING SERVICES, INC. 8 1 needs to be aware of. 2 We have a large pipe that runs across the 3 interchange at Vine Street. It's a 15-foot 4 diameter culvert. It's going to get cleaned or 5 rehabilitated by a lining technique. We're 6 recommending or we're designing a pipe system. 7 It's like a polymer type of pipe that will be 8 jacked in through the whole system. Part of 9 it's 11-foot diameter, the other is 90-inch. 10 There's a lot of noise wall on the 11 project. There's some sanitary sewer work 12 underneath the highway. Due to the reprofiling 13 in some areas, this happens to be near the 14 Stevens Road and CSX bridge area where there 15 will be two new sewer lines going underneath 16 the highway. And we're looking at roughly a 17 $100 million project plus or minus. 18 And these are just some -- I know you're 19 not going to be able to see all the detail on 20 these, but I tried to hit some of the 21 highlights. You know, this is the western end 22 of the project, Vine Street on the left, the 23 interchange to the right is Lost Nation. 24 Traffic will be maintained at all 25 times out of -- CADY REPORTING SERVICES, INC. 9 1 A VOICE: 91. 2 MR. ADAMCZYK: Yes. 3 MS. SARLI: 91 and Vine. 4 A VOICE: 91 and Vine. 5 MR. ADAMCZYK: Did I say 91? 6 MS. SARLI: You said Vine 7 Street. 8 MR. ADAMCZYK: Oh, 91 on the 9 left, Vine Street on the right. 10 And here we're at, the next section, this 11 is the Lost Nation area. Of concern I've got 12 to point out is that the Lost Nation ramps you 13 can see up there, they'll be totally 14 reconstructed, but we have the Chagrin River 15 running just -- it's running parallel to Lost 16 Nation in this area. 17 Now, you'll see subsequently here, this 18 river, we're going to have to replace this 19 bridge, and the width of the bridge has gotten 20 a lot wider than the existing bridge. As a 21 result of the width, and we had to maintain the 22 elevation, the water clearance under the 23 bridge, the elevation of the road got lifted up 24 roughly 2 feet or so through there so we could 25 preserve the water opening. CADY REPORTING SERVICES, INC. 10 1 And there are some restrictions you'll 2 see on building in the river. We just can't go 3 in there and disturb everything. We're going 4 to be environmentally conscious when we do this 5 project. 6 Okay, Kathy. 7 Then this is our eastern end of the 8 project. This is the 306 interchange. The 9 loops will be coming out. It will be going 10 more traditional diamond interchange to address 11 some of the safety concerns that have occurred 12 at this interchange. 13 Some basic milestones that we're looking 14 at here -- I guess we'll take our time if you 15 want to make a few notes here -- December 5th 16 is when we're opening bids. Kathy, I guess 17 that's still set in stone right now. The award 18 will be there shortly thereafter on the 19th 19 and we'll be looking at doing work early next 20 year, 2009. 21 There's been some commitments now with, 22 for example, this relining of the culvert that 23 goes near or under Vine Street interchange with 24 the temporary easements and such. That will be 25 one of the early action items for the CADY REPORTING SERVICES, INC. 11 1 contractor to get completed. 2 Then all construction will be finished 3 October of 2011. So it's a three-season 4 project. 5 I have Dan Jozity. He's one of our 6 design engineers that helped us come up with 7 the maintenance of traffic plan. I'd like to 8 have him just run through some of the 9 maintenance of traffic because that's going to 10 be the key element here as you build this 11 project. 12 MR. JOZITY: Basically the 13 job was broken up into three stages, each stage 14 representing like one construction season. 15 Stage 1 is going to be from just east of Lost 16 Nation to the end of the project, Stage 2 is 17 the middle section, and Stage 3 is basically 18 the 91/Vine Street area. 19 Some critical construction items: As you 20 can see from Stage 1, the Lost Nation bridge is 21 going to be replaced in Stage 1 and then a 22 culvert lining, the ramp D bridge, which is a 23 brand new bridge, and retaining wall 3, 306 24 interchange, the Newell Creek structure and the 25 East 361st, the left structure. CADY REPORTING SERVICES, INC. 12 1 For Stage 1, it's going to be like a 2 hybrid crossover in this area. We'll basically 3 build part of the westbound pavement first and 4 move the eastbound traffic onto the westbound 5 section for Phase C, and then they'll be 6 running a part with then for Phase D to finish 7 up the westbound pavement. 8 This is just an overview of what Stage 1 9 will look like. 10 For Stage 2, the critical items are the 11 Chagrin River bridge, the Lost Nation 12 interchange, Erie Street bridge and the 13 retaining wall associated with the Erie Street 14 bridge. 15 This section is going to be a little 16 different from the other two. We're going to 17 do the median first and then do part of the 18 westbound, finish with the westbound, then 19 finish up the eastbound. This is for the MSE 20 wall construction in this area, and this is 21 Stage 2 just west of Lost Nation and just east 22 of Lost Nation. 23 Stage 3 is going to be finishing up the 24 project for the pavement interchange, the 640 25 interchange, the 640 bridge and the 360 bridge CADY REPORTING SERVICES, INC. 13 1 structure, and this is going to be a typical 2 part wood construction, doing the outside 3 first, then the median section. 4 There will be some width restrictions 5 underneath the CSX and Stevens bridge. There 6 will be a little bit of shifting of traffic. 7 And then the last phase for the construction 8 will be just a final resurface course over the 9 entire project. 10 MR. ADAMCZYK: These are 11 just some of the special winter requirements. 12 The District's very concerned about safety of 13 the traffic. I guess we're going to be keeping 14 the snow -- obviously Lake County gets hit with 15 a lot of snow -- keeping it off the highway. 16 We have a completion date there of 17 October 1 for opening to traffic. I guess I 18 could zoom down. Only one exception: The bare 19 minimum shift/concrete barrier at bridge work 20 zones. 21 Kathy, is there anything special we need 22 to explain about that? 23 I mean, in general, the pavement's going 24 to opened up to traffic except that the bridge 25 contractors doing some work on the bridges will CADY REPORTING SERVICES, INC. 14 1 be allowed to have some concrete barrier at the 2 bridges. 3 We're going to go with connections on all 4 of the concrete barriers, safe system. 5 Visibility of the markings, you know, if they 6 get worn out, I guess the contractor is going 7 to be responsible to put them back into safe 8 working condition. And a lot of effort's been 9 put in the design to maintain the sight 10 distances along all the ramps. 11 There will be periods of time where the 12 plans allow certain ramps to be closed for 13 short durations. We're going to try doing a 14 systematic approach. So, for example, 15 eastbound traffic, you can't close two ramps at 16 the same time. It would have to be kind of a 17 leap frog technique where you're going to do 18 one, leave the adjacent interchange open, then 19 perhaps the next one down. 20 We do have some open areas in some of the 21 infield areas the contractor can consider for 22 staging areas, as well as, I mean in this whole 23 longitudinal closure, you'll have room to put 24 some of your materials down as long as it's 25 behind the barriers and such. CADY REPORTING SERVICES, INC. 15 1 There's a special requirement there about 2 stone -- Kathy, if you could just go back to 3 that one slide -- huge mountains of stone, and 4 just we are worried about I think blocking 5 sight distance lines and such. I think there 6 will be some way that we could work out with 7 construction of how high is too high type of 8 situation. 9 There is a lot of geotechnical analysis 10 and borings done for the project. You'll see 11 that as part of your construction set of plans, 12 so review that carefully. There is some 13 variation. Like I mentioned earlier, that 14 cement stabilization will be used across the 15 entire template of roadway pavement. 16 So weather conditions, how that gets 17 done, you'll have to consider that in your bid 18 as far as when that will fit into your 19 schedule. We do have some undercutting as well 20 selectively shown in the plans. Most of it's 21 on the cross-sections. 22 Environmentally a couple things we want 23 to point out. This is a CE-3 document. We've 24 got federal approval to do this work. 25 Again, the Chagrin River, you know, the CADY REPORTING SERVICES, INC. 16 1 eastbound and westbound bridge today is going 2 to get basically redecked and widened, but then 3 we have a brand new bridge going up which we 4 call it the ramp D bridge. It's a separate 5 structure just north of the mainline that will 6 allow traffic to come from southbound on Lost 7 Nation over the Chagrin River. 8 Now, when you see those limitations, it's 9 very, very tight limitations. We have some 10 species in the water that we can't really churn 11 up the water all that much. 12 You're only allowed to work in the stream 13 between July 1 and September 15, so that's two 14 and a half months that you're allowed to be in 15 the water. So any work that you think you're 16 going to have to have done in the water, you 17 may have to do it earlier than you expect, but, 18 you know, during this time zone. 19 Mainly you have to think about how you 20 want to maybe build your piers, build footers 21 to get up and out of the water, then you could 22 access that in the future without disturbing 23 the water. 24 We had lot of utility coordination for 25 the project. Here's a list of some of the CADY REPORTING SERVICES, INC. 17 1 public utilities. I don't really have anything 2 special to say. First Energy, private 3 utilities, they have quite a few facilities. 4 I do want to point out, that last bullet 5 there, those high tension wires, there's quite 6 a few locations where high KV wires are going 7 across the project area, so all your workers, 8 whatever you have to do to protect yourself and 9 your equipment, be aware of that. 10 We did, in fact, have to lower some of 11 the lighting in some cases because of the 12 clearance requirements there, so when you go in 13 and install that lighting, make sure you give 14 that the proper thought. 15 We have gas as well. The big impact I 16 could recall is on the Lost Nation bridge 17 replacement. That will all be phased in. We 18 did work that out with the gas company, so 19 there should be no surprises here. 20 AT&T, we do have some fiber on the 21 project. Erie Street bridge, it's a three-span 22 structure and you have fiberoptic in the ground 23 right now along the western pier. The footings 24 will be built to miss the conduits, so be aware 25 of that. We did some testing of that location, CADY REPORTING SERVICES, INC. 18 1 so we have a pretty good idea of where the 2 facilities are located. 3 Again, right-of-way, mostly the impacts 4 are on the minor, on the side roads, strip tape 5 type. There is some along the mainline, what 6 we call the barn wall. Erie Street, there's a 7 pretty significant retaining wall there. 8 You're going to be working up very tight along 9 an existing -- it's a barn, so you can't 10 destroy the barn. You can't impact the barn. 11 We have a temporary easement we bought 12 there. You're going to have to be innovative 13 on how you want to get that wall built and 14 understand the constraints you're working with 15 there. 16 I don't have anything really to add about 17 this one. I don't know. Incentive/ 18 disincentives program, I guess there's some 19 values already in ODOT's contract that will be 20 covered. 21 Here's some more of the metrics on the 22 project. Just in general, you know, huge 23 project, 420,000 square yards of cement 24 stabilization and you could see the excavation 25 embankment. It should be slightly a waste job. CADY REPORTING SERVICES, INC. 19 1 There you have the concrete or the asphalt. So 2 you can see all the numbers. 3 I know that some of the addendums, there 4 have been some slight quantity adjustments. I 5 want to draw your attention to that. 6 The prebid, I guess you'll all have an 7 opportunity here to ask questions. You'll also 8 be able to ask questions through the department 9 here in the upcoming couple of weeks. Well, 10 over a month. 11 We have a cutoff date up there 12 established. That's still true, November 26th, 13 close of business, and the earlier the better. 14 That gives us time to answer it properly and to 15 get it distributed to everybody, the proper 16 answers. 17 And with that, I think I'm done with my 18 design portion. 19 MR. OVER: Thanks, Ed. 20 I want to diverge a little bit off into 21 the EEO, OJT and DBE outreach efforts. 22 Obviously the department has a very big 23 commitment to meeting goals for DBE firms to be 24 used in the project. We, in fact, have an 25 outreach team at the District. There are CADY REPORTING SERVICES, INC. 20 1 actually two goals as part of that outreach 2 team. One is ensuring that we meet our DBE 3 goals and find new women and minority 4 contractors to bid on our work. 5 The other half of that is to do what we 6 can to support the inclusion of women and 7 minorities into the construction trades. We're 8 trying to do both parts of that here today. 9 This project, a little over 100 million, 10 an 8% goal, so you can do the math. That's a 11 lot of DBE involvement in the project. We 12 intend to meet or exceed that goal and we'll 13 work with any contractor required that's low 14 bid and gets the contract to make sure we all 15 collectively meet that. 16 We realize there's an ODOT role in 17 helping that happen as well as a contractor 18 role, and Merka Flynn is here from central 19 office who is very involved in that effort 20 across the state, especially on large projects 21 such as this one. 22 I want to start with some DBE firm 23 introductions so that primes and DBEs know each 24 other is here. When you talk, I'm going to 25 hand you the microphone as best we can. Speak CADY REPORTING SERVICES, INC. 21 1 a little slower than I am so that our court 2 reporter can get this information down. 3 And then we're going to head over into 4 the Hard Hatted Women who is going to do a 5 short presentation on their efforts to get 6 women ready to enter the trades. 7 Merka just gave me a list of folks that I 8 think are here. FLYNN: If I could 16 interrupt just for a moment. 17 When you do make your introduction, if 18 you own equipment, please identify the 19 equipment that you own, where you're willing to 20 travel in the state. 21 It's important that the contractor that 22 is awarded this project or any of the larger 23 subs that might be subbing to a DBE firm are 24 aware of the type of equipment that is outright 25 owned by the DBE firm or long-term lease, CADY REPORTING SERVICES, INC. 22 1 long-term meaning a year or more, and where in 2 the state they're willing to travel. So that's 3 important to know as well. 4 Thank you. 5 A VOICE: We're a 6 directional boring light excavation company and 7 we own -- of course we own a boring machine and 8 a few excavators and we'll pretty much travel 9 anywhere in the state. 10 MR. KUPCAK: I'm Kelly 18 Kupcak from Hard Hatted Women. 19 You can just leave it on that slide. 20 Okay. 21 Just briefly, Hard Hatted Women, we'll be 22 30 years old next year. We're a nonprofit 23 that's located in Northeast Ohio. We are 24 working statewide with the Ohio Department of 25 Transportation. CADY REPORTING SERVICES, INC. 27 1 We've been contracted by the United 2 States Department of Labor to increase the 3 number of women working in the skilled trades. 4 It's a two-year project, so we're here to 5 promote that. 6 We've placed 89 women this past year in 7 the industry. We'd like to increase that 8 number. We're tasked with 200. And we want to 9 encourage you, if you are intent to hire a 10 contractor and you need someone, please give us 11 a call. You can't miss us and 13 we'd like to help you. 14 Shelly is going to talk a little bit 15 about our peer apprenticeship training program 16 that readies the workforce. 17 MS. RICHMOND: Good morning. 18 Hard Hatted Women has a preapprenticeship 19 training program. The women get 200 hours in 20 basic blueprint reading, physical fitness for 21 upper body strength, math, and the purpose of 22 the program is to make sure that they are 23 ready, so at any given time, we have a supply 24 of ready, willing and able women. 25 Specifically our program in the past has CADY REPORTING SERVICES, INC. 28 1 been just in Northeast Ohio. Through the 2 statewide project, we have formed some 3 partnerships throughout the state so that we 4 can supply, hopefully, have a steady flow 5 supply of women throughout the state. And in 6 doing this, we have made some partnerships with 7 some other community organizations and entities 8 to help with qualified minority males. 9 So again, we have these cards that have 10 our contact information, so if you're in need 11 of workforce, call us and we will do our best 12 to send them. If we don't have anybody, we'll 13 tell you. 14 MS. KUPCAK: And just 15 really quickly, thanks to the Ohio Department 16 of Transportation, one of the services we can 17 offer for new folks coming on board into the 18 industry or who are getting indentured into a 19 registered apprenticeship program, there's a 20 supportive services scholarship program for 21 those folks. 22 So if they need work boots, something 23 like that, if you have someone already on your 24 crew who is new, again, give us a call and we 25 can talk to them more in depth about that CADY REPORTING SERVICES, INC. 29 1 project. 2 Thank you. 3 MR. OVER: Did you want 4 to go through any of your slides, Kelly? 5 MS. KUPCAK: No. They're 6 boring. 7 MR. OVER: Okay. Thank 8 you. 9 One thing I want to add, those of you who 10 are prime contractors know every couple of 11 years you have a thing called a contract 12 compliance review. Even the subs see this as 13 well. And that's where Vanessa Shepherd or 14 someone like her if it's another district will 15 go through and look at your good faith efforts. 16 Working with Hard Hatted Women obviously 17 on this project counts toward your good faith 18 efforts in your contract compliance review, so 19 keep that in mind. We'd like to see that 20 happen. 21 Merka, is there anything you'd like to 22 add? 23 MS. FLYNN: Yes, 24 actually. 25 Thank you, Randy, and thank you all for CADY REPORTING SERVICES, INC. 30 1 coming. 2 Who is the EEO person for the company? 3 Is there an EEO person for a company here 4 today? I see one, two. Well, thank you both 5 for coming. 6 I know some of you, you're probably 7 thinking, "Oh, let's get to the juicy stuff," 8 you want to ask questions about the soil and 9 all that other kind of stuff. This is also 10 just as important as that other stuff, but it 11 just probably doesn't affect you directly. 12 As Randy mentioned, this does have an 13 8% percent DBE goal. Proposal Note 13 14 describes the process that needs to be used to 15 request a partial waiver of the DBE goal. 16 Hopefully this will not have to be used at all. 17 I process all of the requests for partial 18 waivers. It is not an easy process for the 19 contractor or for the department. You have to 20 send in a boatload of documentation to show 21 your good faith efforts. 22 The DBE firms that we have represented 23 here are a very tiny portion of the DBE firms 24 that are certified on the UCP list. That's 25 where you should be looking for the DBE firms CADY REPORTING SERVICES, INC. 31 1 if there are items of work that you think could 2 be subbed out to a DBE firm. It's 3 www.ohioucp.org. That's where you'll find all 4 of the certified DBEs in the State of Ohio 5 ranging from, you know, concessionaires to 6 heavy highway. 7 A lot of them are willing to travel, so 8 don't necessarily limit yourself to just the 9 counties located here in this part of Ohio. 10 Those individuals, as you've just been 11 introduced, mentioned that they would be 12 willing to travel, so keep that in mind if you 13 ever do work other than in the beautiful city 14 of Cleveland. 15 A few other things I want to mention, and 16 if you want to take this information back to 17 those individuals who would be directly 18 involved with that, because this is a 19 three-year, a three-season project, sometimes 20 the prequal or the nonprequalification of a DBE 21 subcontractor can be a factor. So what ODOT 22 will allow is the C92, the request to sublet, 23 be sent in directly before the work is to be 24 done rather than at the very beginning of the 25 project. CADY REPORTING SERVICES, INC. 32 1 Say you have a DBE firm that you know is 2 going to be doing the work toward the end of 3 the project; well, you don't want to tie up 4 their prequal dollars or those dollars that 5 they're allowed to do, you know, in a given 6 calender year if they're not prequalified, 7 which is only $500,000 worth of work, you know, 8 not too much. 9 So if you are considering subbing out to 10 a DBE firm of a rather largish quantity that 11 potentially is going to tie up their prequal 12 dollars or potentially tie up that 500,000, 13 talk to Diane Hup-Cox and she can fix you up as 14 far as what you need to do to make sure that 15 doesn't happen and still have the commitment to 16 the DBE firm that you're looking for. 17 As Kelly briefly mentioned, there is a 18 scholarship supportive services program that we 19 are in partnership with with the Hard Hatted 20 Women. If you have someone on your roster -- 21 and I would appreciate, I have some fliers that 22 I want you to take back with you and give to 23 the appropriate individuals -- who is an 24 apprentice or in a preapprenticeship type 25 program and is in need of something like CADY REPORTING SERVICES, INC. 33 1 indenture fees or in need of money for work 2 boots or a tool belt or specialized clothing or 3 a Carhartt or something like that, ODOT, 4 through money from the feds, can reimburse the 5 Hard Hatted Women who will be giving the money 6 to that individual. 7 So that's something that is part of our 8 outreach effort. As Randy mentioned, there is 9 an outreach team here in our District 12 10 office. The outreach effort that ODOT has been 11 involved in has been going on since 2003. I 12 was doing a little research and I didn't even 13 realize it had been going on that long. 14 So what we're trying to do is increase 15 the number of DBE firms that can work on heavy 16 highway, ideally have those DBE firms become 17 prequalified, and also increase the number of 18 minorities and females that we see on 19 construction projects. 20 The scholarship reimbursement program 21 that we have through the Hard Hatted Women is 22 gender and race neutral. A white male can also 23 be reimbursed and take advantage of the 24 supportive services dollars that we are 25 offering. We just want to see an increase CADY REPORTING SERVICES, INC. 34 1 ideally in the number of minorities and females 2 and in general the number of apprentices on 3 these particular projects. 4 I think it's Proposal Note 10 or 11 for 5 this project. For all of our projects, there's 6 some utilization goals. They're new. They're 7 based on census data. Your EEO person may want 8 to take a look at that. 9 I think it's Proposal Note 10 or 11, what 10 this area will bear as far as minority and 11 female laborers, minority and female operators, 12 and it's broken down pretty specifically and 13 there's a link that you can go to to see what 14 those specific percentages are. 15 Are there any questions regarding 16 anything that Shelly or Kelly or I have 17 discussed? 18 Please contact them if you're in need of 19 a warm body to do some work because they have 20 contacts throughout the state. Although they 21 are located here in Cleveland, they work very 22 closely with other advocacy groups around the 23 state who may have preapprenticeship or 24 apprenticeship programs that can get you that 25 person that you need, if you're looking for a CADY REPORTING SERVICES, INC. 35 1 female operator or a minority carpenter or 2 whatever it is. 3 And even if you are a signatory with a 4 union, if the union is not providing to you 5 what you need, there is nothing that prohibits 6 you, other than your fear, of going outside on 7 the street and hiring someone. 8 I know that man back there is shaking his 9 head and laughing, but I do realize the 10 difficulties involved, but there's nothing that 11 prohibits you from doing that. 12 And we've had long discussion with Mark 13 Totman from the Ohio Contractors Association 14 regarding some of the concerns that contractors 15 have brought to our attention in regards to 16 hiring off the street or going, you know, 17 outside of the union, and his advice to us is, 18 if we hear of a concern, they are to bring it 19 to their attention and bring it to our 20 attention and we will intervene as much as we 21 can or are allowed. 22 Are there any questions? Please 2 take some as you leave. These are fliers that 3 can be posted in your project trailers, in your 4 home office. 5 If you know of an individual that could 6 benefit from these dollars, we have quite a few 7 of these dollars that we want to spend in order 8 to increase the number of minorities and 9 females on our construction trades. 10 Thank you. 11 MR. OVER: Thanks, 12 Merka. 13 I have one thing to add. I happen to be 14 49 years of age. That just happens to be the 15 average age of the construction trade person at 16 this present time. So if you look at 17 demographics, there's going to be a big 18 turnover in the folks actually doing the work 19 as the baby boomers reach the end of their 20 working years, and, hopefully, if the financial 21 crisis rights its ship a little bit, will be 22 retiring. 23 So this is an excellent time to be 24 looking for replacing those folks, bringing 25 people back into the fold on the construction CADY REPORTING SERVICES, INC. 37 1 trade. So there's going to be this huge exodus 2 out there. The demographics are correct that 3 need to be replaced. 4 Obviously we have work to be done up 5 here. This is going to be in the next several 6 years some of the busiest years in District 12 7 for the Cleveland area for construction work, 8 so I hope everyone wants to participate and 9 does participate in all of that work. 10 We're going to move next into the 11 question and answer portion of this program. 12 We hope people ask questions. 13 Earlier on I said don't ask questions 14 about concrete changeout. We obviously can't 15 answer any questions, but if folks want to 16 provide their suggestions, we will take down 17 notes at least on how that might proceed; no 18 responses, but we will take comments. 19 At this point, I'm going to turn it over 20 to Ray Bencivengo. He's really good with 21 questions and answers. 22 MR. BENCIVENGO: The answer is 23 no to everything. 24 Before we start, we do have the court 25 reporter. HARTLEY: My name is 6 Jack Hartley with Miller Cable Company. 7 A couple things on this. On the 8 maintenance of traffic, you have a bid item, 9 reference 423 crossover lighting, you have a 10 quantity of two each. 11 On page 61, you show one crossover being 12 let at station 415, on page 62, you show 13 another one being let at station 515, and on 14 page 65, you show one being let at station 350. 15 I believe that's three, not two. 16 And I don't know whether -- are you using 17 some of them doubly that you may need even 18 crossovers for ramps let? I didn't know how 19 you based your lighting. 20 And while I'm on lighting, reference 243 21 is a bid item for maintenance of lighting. I'm 22 sure, as you're aware, the existing lighting 23 goes down the center of the highway, the new 24 lighting goes down the center of the highway. 25 It will be quite expensive to keep CADY REPORTING SERVICES, INC. 39 1 everything lit because, basically, you're going 2 to have to put in all temporary for the length 3 of the project at some time or another. 4 And I was wondering if anybody thought of 5 having let's say a three-month moratorium on 6 lighting in certain phases and sort of leap 7 frogging down the highway to conserve money; to 8 keep as much lighting on as possible, but while 9 the general contractor is doing his work in the 10 median, taking down that lighting and then 11 having a three-month moratorium on that. 12 While we're on maintenance of traffic, 13 you've got reference 415, a temporary work zone 14 signal bid item of one each for the eastbound 15 exit lane at Vine Street. There is a lot of 16 other temporary signal work at the other 17 intersections. 18 I assume that you're feeling that that's 19 in the maintenance of traffic item and there is 20 no bid item for that. There's only a bid item 21 for one temporary signal even though you're 22 going to need temporary work at other 23 intersections. 24 And my last comment is, all the new 25 lighting is on the median barrier on shepherd's CADY REPORTING SERVICES, INC. 40 1 crooks as described. I noticed that in the 2 plans, the poles that were described have an 3 aluminum transformer base which is made to be a 4 breakaway safety base. Normally the State of 5 Ohio doesn't like putting an aluminum 6 transformer base on top of a concrete median 7 because they will break away. 8 That's all I have, Ray. 9 MR. BENCIVENGO: Write that 10 down. That's all he has. Jack and I are old 11 friends. We're used to this. 12 MS. SARLI: I'll have to 13 look at the crossover lighting. 14 MR. BENCIVENGO: Hang on. 15 MS. SARLI: I'll have to 16 look at the crossover lighting. If we do need 17 more, I'll have to add it by addendum, so that 18 will have to be issued at a later time. 19 And the maintenance of lighting, we kept 20 it in for Lake County Engineers, so I don't 21 know, Erin, if you have any comment on that, 22 how you feel about not having the temporary 23 lighting. HARTLEY: Well, I don't 3 know. You're going to have to do a lot of 4 signal work. There's one temporary 5 intersection and I'm assuming all the other 6 signal work is going to have to be done under 7 maintenance of traffic. I'm just asking the 8 question. 9 MS. SARLI: I'll have to 10 look at that because I'm not sure how we set it 11 up exactly, but if the quantity change is 12 required, I'll issue an addendum at a later 13 date. 14 And was that all the questions? 15 MR. HARTLEY: The aluminum 16 transformer base. 17 MS. SARLI: Okay. That's 18 right. 19 MR. BENCIVENGO: We'll check 20 into that, Kathy. 21 MS. SARLI: Yes. They usually just set the pole 3 right down on top. You don't want it breaking 4 away and falling into opposite traffic. 5 MS. SARLI: Well, no, we 6 don't, no, so I'll have to look into that. 7 MR. ADAMCZYK: I know there 8 are some, Kathy, for the ramps. 9 MR. HARTLEY: That's what 10 it's for. 11 MR. ADAMCZYK: We need to 12 check on that. 13 MR. HARTLEY: Yeah. There 14 are quite a few, and on the ramps, there you do 15 want an aluminum transformer base. 16 MR. ADAMCZYK: Correct. 17 MR. HARTLEY: But on the 18 median barrier, and if you look at your 19 quantities, your quantities, other than for the 20 15-foot poles, are all aluminum transformer 21 bases. 22 MS.
