It's a little after 4 11:00. This is going to be a short meeting. It 5 looks like I don't have any contractors present 6 here, so I don't really expect too many 7 questions. However, we're going to still go 8 through the process, because what will happen, 9 the information will be posted eventually on the 10 Web for contractors to see. This is a pre-bid 11 meeting for the HAM Waldvogel Railroad 12 Relocation project. This will be Construction 13 Project 1116 of '09. 14 Again, the purpose of the meeting is to 15 go over some of the major items of the contract 16 and to address some issues and answer some 17 questions that anybody might have. If we don't 18 have the answer today, what we'll do, we'll try 19 to find the appropriate responses and put them 20 as part of the addendum. 21 Information discussed here will be posted 22 on the Web, and it will be only for 23 informational purposes. It will not be an 24 official part of the contract. However, the 25 addendum itself will be part of the contract. 0003 1 My name is Joe Bassil. I'm the district 2 construction engineer of District 8. I'm going 3 to introduce some of the personnel that are here 4 from District 8 that are available and would be 5 involved with this contract. To my right, Joe 6 Smithson. He is the project manager from the 7 production office. 8 Stefan Spinosa, sitting in the back, is 9 from the production office. Sharon Smigielski 10 is our PIO. And Dennis Stemler is the resident 11 engineer for Hamilton County. Cory Carfora will 12 be the project engineer on this project. Doug 13 Raters is from our right-of-way section in the 14 production office. 15 We do have a court reporter here, so when 16 you -- if you are going to speak, please speak 17 loudly and state your name and the firm you are 18 with for the record. We're going to collect 19 information, like I said previously, that we 20 discuss today, and the relevant information will 21 be put in an addendum, which we'll make part of 22 this contract. 23 The contract itself does consist of the 24 removal and reconstruction of an existing two 25 CSX and two CIND railroad tracks, and also 0004 1 perform some associated work such as ballasts 2 and sub-ballasts undercut and granular fill. We 3 are not going to permit any concrete or asphalt 4 plants on the public right-of-way on this 5 contract. Also, the contractor will not be 6 permitted to store equipment or material on the 7 project site, except for short durations for the 8 benefit of the contract. 9 I do have an attendance sheet going 10 around. Please sign your name and complete all 11 the other information. We'll make copies and 12 I'll have them available for anybody that would 13 like a copy at the end of the meeting. 14 Now Joe is going to give us a brief 15 overview of this contract. 16 MR. SMITHSON: Well, thanks, Joe. 17 Basically, the contract is just relocation of 18 four railroad lines. Two of them are CSX tracks 19 and two of them are CIND tracks. We're 20 relocating all the lines to the south. Part of 21 the relocation, the existing utilities that are 22 on the south side will be moved, will stay south 23 of the new track alignment. They will be moved 24 by -- December 31st of 2009. 25 That's the MCI Verizon. 0005 1 The tracks will then be relocated to the 2 south, and then at the final phase of the 3 project, the Quest fiberoptic line and the 4 Sprint fiberoptic line, which are existing on 5 the north side, will also stay on the north 6 side. 7 The track work basically is typical track 8 work except for based on the boring information. 9 The test borings that we drilled, there is soft 10 soils there, so we have a plan to undercut the 11 entire -- pretty much the entire track 12 alignment. They will undercut 4 feet below the 13 subgrade level, put a geotextile fabric down and 14 basically backfill that zone to the sub-ballast 15 level with granular material. Then the 16 contractor will put sub-ballast and ballast per 17 the representative of the railroad's 18 specifications. 19 There's one issue on the west side of the 20 project, and that's the larger brick sewer, the 21 6-foot diameter brick sewer. It's about station 22 102 plus 20. We'll have to be careful working 23 in that area. There are provisions in the plans 24 to have that TV video monitored while we're 25 doing any work in that area. 0006 1 And there's a temporarily crossing on the 2 project. It's kind of -- it's two separate 3 types of crossings for the -- because it's two 4 different tracks. Over the CIND track, it's a 5 concrete crossing. Over the CSX track, it's an 6 asphalt and rubber crossing. 7 MR. BOLEN: Timber. 8 MR. SMITHSON: Temporary. It's a 9 temporary crossing, yes. Both of those are 10 considered temporary. 11 MR. BOLEN: Asphalt and timber. 12 MR. SMITHSON: Asphalt, timber. Oh, I'm 13 sorry. And, really, that's the project in a 14 nutshell. It's basically just track work. The 15 tie-ins on the CSX line will be done by CSX 16 forces. The tie-ins on the CIND line will be 17 done by the contractor's forces. 18 Representatives of the railroad will have to be 19 on-site as the contractor is working close to 20 the railroad. That's it. 21 MR. BASSIL: Thanks, Joe. Just for the 22 record, could you state your name and -- 23 MR. BOLEN: Wayne Bolen with the URS 24 representing CSX. 25 MR. BASSIL: Okay. Next I'm going to go 0007 1 ahead and touch on, very quickly, some items in 2 the proposal, and then we'll touch also on some 3 other items in the contract plans. 4 The proposal, this has a 4 percent DBE 5 goal. Also, 50 percent of the work will have to 6 be done by the prime. This is an ARRA contract 7 and therefore is subject to specific reporting 8 and operational requirements. 9 Sheet 7 of the proposal details the 10 policies and standard procedures that have to be 11 followed. And these will have to be the current 12 versions that are in effect at the time of the 13 bid. 14 Sheet 23 does detail the wage rate 15 requirements. This is a federal aid project, so 16 the federal rate would apply. 17 Sheet 25, the ARRA reporting 18 requirements are detailed on -- from that page 19 on. And also just one item, that the contractor 20 will be required to provide the Form 1589 each 21 month from the date we have a signed contract. 22 CPM schedule. A critical path method schedule 23 will be required on this contract. 24 The utilities, as Joe mentioned, some of 25 them are to be relocated by December 31st. I'm 0008 1 going to go over some of these utilities. If 2 some representatives are here present from the 3 utility, if they could speak, please, for that. 4 Do we have anybody from Verizon fiberoptic 5 present? MCI? 6 The MCI Verizon facilities are to be 7 completed before December 31st, 2009. And we'll 8 double-check on all of those. We'll try to 9 communicate with the utility companies and get 10 this information updated if need be. 11 Quest. As Joe mentioned, there was six 12 months' period after notification that they have 13 during the life of the contract where they would 14 have time to relocate their facilities. The 15 same with Sprint fiberoptic. Do we have anybody 16 from Quest or Sprint here? 17 MR. SMITHSON: Quest and Sprint are 18 relocating as one. 19 MR. BASSIL: Cincinnati MSD, they have 20 facilities within the construction limits, and 21 the relocation will be made as part of this 22 contract. Duke Electric has no facilities, and 23 Duke Gas, no facilities. Cincinnati Bell, no 24 facilities, and Time Warner, they have no 25 facilities either. Cincinnati Waterworks, they 0009 1 have no involvement with this project. The same 2 goes for level 3 communications. 3 Do we have any other utilities that are 4 present here that would like to speak? Any 5 other information to be added? Yes, sir? 6 MR. STONE: Excuse me. I'm Charles Stone 7 with RailAermica. Could I say that in your 8 reports or something that any utilities that are 9 relocated onto the railroad's right-of-way be 10 submitted for the railroad's approval? Just in 11 case some of them are on there now, when they 12 relocate, we'll know where they're going to be. 13 If they would submit those plans for review 14 before they are relocated. 15 MR. BASSIL: Okay. 16 MR. STONE: Thank you. 17 MR. BASSIL: Okay. The proposal at the 18 end includes the CSX special clauses, and they 19 are listed, several pages, on the end, so the 20 contractor there is advised to review this 21 information. The completion date that's set for 22 this contract is 6/30/2011. 23 MR. BEHRENDT: Excuse me. You identified 24 special clauses for CSX. There should also be 25 special clauses in there for I&O and CIND. I'm 0010 1 Rich Behrendt, central office. 2 MR. BASSIL: Okay. Yes. They are there, 3 too. That's correct. 4 MR. BEHRENDT: Okay. 5 MR. BASSIL: Thank you. 6 MR. BEHRENDT: Sure. 7 MR. BASSIL: The contract plans, this 8 contract will follow the 2008 specifications, 9 and there are special provisions that are 10 attached to the back of the contract. 11 Contractors are advised to review those. 12 Sheet 4 of the contract, relative to 13 nighttime construction, contractors are to be 14 aware that there will be no construction 15 between the hours of 11:00 p.m. to 7:00 a.m., 16 and they should prepare their bid accordingly. 17 Also, the latest CSX design guidelines will 18 need to be followed. And I would assume the 19 same would go for the Indiana Railroad section, 20 too. 21 The construction notification: It does, 22 the contract, require that the contractor shall 23 provide the railroad a minimum of three working 24 days in advance of any work performed within or 25 adjacent to the railroad right-of-way. Also, 0011 1 when there is a need for a flagger, a one-week 2 prior advance notice will need to be given to 3 the railroad to provide that flagger. 4 Sheet 4 does address some hazardous waste 5 material sampling requirements. 6 Sheet 7, there is a note about the 7 requirement for televising the existing brick 8 sewers. I think Joe had mentioned something 9 about them a little earlier, so you will have to 10 televise them before and after. 11 MR. SZEKERESH: With respect to the City 12 of Cincinnati does it say during -- while 13 working? 14 MR. SMITHSON: Contractor for continuous 15 monitoring, videotaping. 16 MR. BASSIL: They have to be monitored 17 continuously, yes, sir. Sheets 11 through 17, 18 the CSX standards are listed there. Also the 19 Central Indiana Railroad standard drawings are 20 shown on sheets 18 through 26. That's all the 21 information I have. I don't know if there are 22 any questions, comments. 23 I expected the meeting to be short. So 24 if there are no questions -- yes, sir? 25 MR. BOLEN: I've got a comment about the 0012 1 railroad flagger. You mentioned one week. It 2 may take longer than one week, up to three weeks 3 initially, to get the flagger set up on a job, 4 because they have to go through union 5 advertisement. Once the job is set up, that -- 6 MR. BASSIL: Just again, for the record, 7 you need to always mention your name. 8 MR. BOLEN: Wayne Bolen, URS. 9 MR. BASSIL: Okay. 10 MR. BOLEN: CSX flagging would require at 11 least three weeks to establish a flagger. 12 MR. BASSIL: I think we will modify that 13 to make that a requirement of the contract. 14 MR. FRANK: 48 hours would be good for 15 us. A formal statement -- Terry Frank with 16 Xorail -- 17 MR. BASSIL: Can I ask you to -- you 18 would have to say your name every time you 19 speak. 20 MR. FRANK: Terry Frank with Xorail. A 21 formal statement has already been submitted, and 22 it plans a 72-hour notice for providing a 23 flagger for CIND. It's already been -- 24 MR. BASSIL: 72-hour notice, okay. 25 That's adequate for a flagger for you guys? 0013 1 MR. FRANK: Yes. 2 MR. BASSIL: Okay. 3 MR. BEHRENDT: Rich Behrendt of the 4 central office. Just as a point of 5 clarification, what we would probably, I would 6 think we would do is, at the preconstruction 7 meeting, is we would have the contractor there 8 with both CSX and RailAmerica, and we can 9 sort -- 10 MR. BASSIL: We'll set the parameters. 11 MR. BEHRENDT: Because I know there are 12 times we can get a flagger from CSX in a week, 13 or some of that can be worked out. But from a 14 formal standpoint in the documents, let's keep 15 it with what the railroad has indicated. 16 MR. BASSIL: Okay. 17 MR. BEHRENDT: You know, at the 18 preconstruction meeting, we can work out some of 19 the nuts and bolts. Are you going to be 20 handling CA for CSX? 21 MR. BOLEN: That's correct.
