Welcome to 9 District 2. This is the Prebid Meeting 10 for Projects 170 and 199 of 14. I'm Deb 11 Baldwin. I'm the project manager for the 12 Wood 75.2.37. Julie Fahey will be 13 project manager of 170. 14 I'm going to start. This part of the 15 presentation or the questions and answers is 16 for the 199 project. We'll have a break and 17 then Julie will take over for the 170 18 project. There is some commonality between 19 the two. So you'll find that. 20 Let's first take care of housekeeping. 21 Please make sure you've signed in. Remember 22 to turn your cell phones to vibrate or off. 23 Rest rooms are through the door to the left 24 and are on the left side of the hall. You'll 25 need a pass, which I hung on the door handle 3 1 back there. We also want to remind you to 2 speak loudly and state your name and who 3 you're with for the reporter. 4 So, we'll go right into it. This is 5 Wood 75-2.37, Project 199 of 14. It's 6 scheduled to sale March 24th. Completion 7 date is June 30th, 2015. 8 I'd like to introduce the front table 9 or have them introduce themselves. I'm Deb 10 Baldwin. I'm the project manager for the 11 project. 12 DENNIS CHARVAT: I'm Dennis Charvat, 13 district construction administrator. 14 DAN MEYER: Dan Meyer, area engineer of 15 construction. 16 DEB BALDWIN: The first thing I want to go 17 into is there is an addenda being prepared. 18 There's one already that I've sent to Central 19 Office and it will have the changes for the 20 CSX structure. We had to move the abutment 21 back for the railroad. And those changes are 22 in that. It also has the special provisions 23 that were added after the plan had been 24 submitted. That's basically all it was. 25 But they were items that needed to be, you 4 1 know, corrected. That is already down there. 2 There's another one that will be on the 3 way. The other one will have more MOT 4 changes and different little add-ons 5 for the MOT and kind of go through some of 6 that. 7 There is a partnering I-75 corridor 8 note that's going to be added. It says, 9 this project will be one of four concurrent 10 construction projects along I-75 between 11 Findlay/Perrysburg that will be abutted up 12 to each other. 13 Even though each project has its own 14 starting and stopping points relative to each 15 contract, the overall success of the project 16 are major in the travelers' eyes. It will be 17 a successful completion of the entire 18 corridor of I-75, therefore the success of 19 each project is based on the success of all 20 four projects. As such, cooperation, 21 communication and interaction among all the 22 contractors is required of this contract. 23 Based on the partnering concept, 24 combined facility partnering sessions will be 25 held to include all four contracts as soon as 5 1 all four contracts are signed. Opportunities 2 for partnering at the facility partnering 3 sessions will include public relations, 4 emergency response, access issues, 5 coordination of MOT operations and scheduling 6 of individual ramp interchange closures. 7 Payment for the facilitator and 8 accommodations for the meeting will be 9 processed with the ODOT Project 3000 of 14. 10 All other costs associated with partnering 11 will be incidental to each contract. So that 12 being said, we're going to go into a quick 13 overview of the project. 14 This project is the three-lane widening 15 of I-75 interchange from approximately 3400 16 feet south of Oil Center Road overhead to 17 1800 feet north of Greensburg Pike overhead. 18 And it's a proposed three-lane widening 19 that's on the existing alignment. The 20 approximate length is 8.13 miles. 21 This project contains one interchange 22 at State Route 25 Cygnet Road. There are 23 four bridges, mainline bridges, Twins Street, 24 Jerry City Road, Bays Road and CSX are all 25 widening, and the Portage River Middle Branch 6 1 is a replacement bridge. 2 There are five overhead structures at 3 Oil Center Road, Cygnet 25 and 281 Bermill 4 Road and Greensburg Pike. There's five 5 utility concerns. Central Links has buried 6 cable at approximate stations, these are in 7 the utility note, 211+00. Hancock Wood 8 Electric has lines at 323+71, 434+71 and 9 544+83. And K&G Gaslines has a line at 10 246+04. Columbus Gas of Ohio has a gas line 11 at 488+92. Columbus Gas & Transmission has a 12 gas line at 498+57. There is a line listed 13 at the CSX structure that is listed as a 14 telephone. We are going to investigate to 15 make sure that's not a fiber optic. We want 16 to make sure. So if it is not a telephone, 17 we will add that to our note. 18 Environmental concerns. The waterway 19 permit that I spoke about before, and the 20 bat trees that are out there, they're going 21 to be taken down by ODOT forces and left in 22 place by March 30th. So bat trees are not 23 really a problem. 24 The MOT. If you noticed in the plan, 25 there are transition zones. And the 7 1 transition zones plan documents contain 2 details for each contractor to install 3 a transition zone at the southern end of the 4 project. The purpose of the transition zone 5 is to allow independence of MOT operation 6 between abutment projects. 7 The transition zone is to be 8 constructed up through the intermediate 9 course of asphalt within 120 days of the 10 notice to proceed date. Once constructed, 11 the transition zone will be used to allow 12 traffic to flow between abutting MOT 13 phases up to, and including, the application 14 of the surface course of asphalt without 15 interrupting the construction schedules of 16 the abutting projects. Coordination will be 17 necessary for the placement of the surface 18 course asphalt within the transition zone. 19 Surface course within the transition zone 20 will not be placed until the MOT on both 21 projects will allow pavement markings to be 22 placed in their permanent location so as to 23 avoid removal of temporary markings from the 24 surface course asphalt. It is possible that 25 multiple mobilizations may be needed to 8 1 complete all work within the transition zone. 2 The additional cost and responsibility 3 to install, maintain, realign and remove the 4 transition zone MOT will be bore by the 5 contractor where the work is detailed into 6 the plan. MOT quantities for pavement 7 markings, portable concrete barrier wall, 8 RPM, installation, removal of asphalt wedge 9 are included in the general summary relative 10 to the transition zones. All other costs 11 associated with MOT operations through the 12 transition zone will be incidental to Item 13 614, maintaining traffic. 14 There will also be some emergency 15 pulloff zones. This project will have four 16 zones, they are Class A temporary pavement, 17 that will be made out of temporary pavement. 18 The locations, we are discussing at this time 19 and I want to make sure, but they will be 20 added. That will be added and a detail. 21 Basically there will be an area that the 22 traveling traffic, if their car becomes 23 disabled, they'll be able to pull off and 24 wait to be towed. 25 Now, Dan Meyer is going to go into the 9 1 IQF. No, he's not. So that's off. Okay. 2 DENNIS CHARVAT: That got dropped. 3 DEB BALDWIN: That got dropped. Questions. 4 Any questions? I'm popular going with once 5 -- no questions? It's pretty basic. The MOT 6 is push them in and push them out. 7 No questions? Yes. I'm done. 8 DENNIS CHARVAT: Clarification on those 9 emergency pulloff zones. They'll always have 10 to be active. So you guys will have to be 11 -- before you tear one out you have to put a 12 new one in place down the road. So, you 13 know, you can't tear one out and not replace 14 it. You got to have a new one in place when 15 you tear the old one out. For further 16 clarification, see addenda. 17 DEB BALDWIN: We have four locations but we 18 haven't tied them together. 19 DENNIS CHARVAT: So just keep that in mind 20 when you're bidding that you do have to have 21 the new one actively in place before you tear 22 the old one out. 23 TOM HAAR: Tom Haar, Shelly Company. On the 24 design build you left the emergency pulloff 25 in place at the end of the job. These are 10 1 going to come off at the end of the job? 2 DEB BALDWIN: Actually, my notes say that 3 they're to be left in. I hope to get that 4 clarified. 5 TOM HAAR: And then second on that, do they 6 need access to build in middle, to come 7 across the construction zone to get to the 8 emergency pulloff? 9 DEB BALDWIN: No. Your emergency pulloff at 10 that time would be your existing pavement or 11 the pavement that you're going to build prior 12 to -- 13 TOM HAAR: The Maintenance of Traffic isn't 14 wide enough to have a pulloff when you're 15 building the median sides unless you're 16 building a pulloff on the inside -- 17 DEB BALDWIN: No. You're going to build the 18 pulloff to the outside. 19 TOM HAAR: Right. But you won't have a 20 pulloff when you build the median. 21 MR. CHARVAT: We were going to move barrier 22 wall. 23 TOM HAAR: So you're going to open the 24 barrier wall to get to the pulloffs -- 25 MR. CHARVAT: You'll have the barrier wall 11 1 pushed back 12 feet to have a pulloff area. 2 You'll build that section first. 3 TOM HAAR: Build it first -- 4 DENNIS CHARVAT: Use existing pavement and 5 then come back, tear that out, have a new one 6 in somewhere else where you moved your 7 barrier wall already. 8 TOM HAAR: You'll have that on the top of the 9 openings and, to access the construction 10 zone? 11 MR. CHARVAT: Yes. 12 TOM HAAR: Is there enough room to have all 13 those openings in the barrier wall? 14 MR. CHARVAT: Yes. Over 8 miles. 15 TOM HAAR: You can put an opening every what, 16 2 miles? So you'll have access what, every 2 17 miles and then you put UPAs in the middle of 18 the access? So you'll have -- 19 MR. CHARVAT: Wait -- 20 TOM HAAR: I haven't studied it but I'm just 21 asking. 22 MR. CHARVAT: Virtually, the pulloffs will 23 not be an opening in the wall. You'll still 24 have your wall, it will be pushed 12 foot 25 away from your extra pavement so they can 12 1 pull over on the wide lanes of traffic. So 2 it won't actually be an opening in the 3 barrier wall at the emergency access points, 4 emergency pulloffs. Not saying a car or 5 truck cannot pull in your openings. We don't 6 want them to. We want to keep that exit for 7 you guys. We also want to keep traffic 8 moving. If that's where they end up, that's 9 where they end up. 10 DEB BALDWIN: Any other questions? Okay. Poe Road, Bowling Green, Ohio, on Wednesday, March 5, 2014, at 9:19 a.m. 13 14 1 PANEL: 2 OHIO DEPARTMENT OF TRANSPORTATION 3 DISTRICT 2 4 Julie Fahey 5 ACARDIS Robert B. Beasley, PE 6 Brian French 7 - - - 8 P R O C E E D I N G S 9 10 JULIE FAHEY: I'm Julie Fahey and I'm the 11 design project manager for the Wood 75-10.61, 12 Project #170 of 14. This project is selling 13 4-10 of 14 and completion date is 6-30 of 16. 14 Same thing applies that was mentioned 15 earlier on the partnering. The transition 16 zones and the pulloffs will all be included 17 in the addendum that was talked about in the 18 previous one. 19 The overview of this project is the 20 major rehab between, begins at 10.61, which 21 is approximately 1500 feet north of 22 Greensburg Pike overpass, to 19.43, which is 23 approximately 500 feet at Devil's Hole 24 overpass. Approximately one mile of the 25 existing roadway will be rehabilitated with 15 1 widening and the rest of the project will be 2 total replacement. Several bridges will be 3 replaced and widen bridge deck, which is the 4 Wood 75-1204 over the North Portage Creek 5 river, the Wood 75 over Toussant Creek, Wood 6 over CSX and the Wood 75 over US 6, which is 7 slide in bridge. 8 As for environmental concerns, as 9 previously mentioned, the bat trees will be 10 removed by March 31st. The rest area bridge, 11 and the rest area bridge only, you cannot 12 enter the waterway. That location only. 13 Addenda was sent out earlier this week 14 on MOT. There will be an additional one sent 15 out in the near future. The highlights of 16 the MOT are, part with construction, two 17 lanes shall be maintained. US 6 shall remain 18 open except for two evenings to allow for 19 milling and resurfacing of the ramps. 20 Southbound 64 ramp shall remain open except 21 for two evenings to allow for milling and 22 resurfacing the ramp. And then northbound 64 23 ramp will remain open except for short 24 closure for construction of median barrier 25 and milling and filling of the ramp. 16 1 US 6 shall be closed for two weeks for 2 reconstruction. Two weekends. 3 There is a noise barrier on this 4 project which is just south of 64 in front of 5 the apartments and the ball field on the west 6 side of the road. 7 And now I'll have Bob Beasley speak on 8 the ADC construction slide-in bridge for 9 US 6. 10 BOB BEASLEY: Again, I'm Bob Beasley with 11 Arcadis, structural engineer for the bridge 12 over US 6 with slide-in construction. I'll 13 talk about the general sequence first and 14 give you some of the details of it. 15 Bridges to be constructed while 16 traffic is maintained on the 75 bridge, over 17 US 6 during the Stage 2 MOT. The 18 substructure is going to be constructed 19 underneath the existing bridge. The 20 superstructure will be constructed off to the 21 side with the approach slabs on temporary 22 supports. During the weekend closure traffic 23 will be moved off of the existing bridge. 24 The existing bridge then is to be demolished 25 and the new superstructure and approach slabs 17 1 to be slid into final position. 2 Low strength mortar will then be placed 3 underneath the bridge slab to fill under 4 the approach slab. You'll finish up your work 5 tying into I-75. You'll then resume Stage 2 6 of MOT and repeat for the second bridge. 7 Getting into the substructure details, 8 there's a few things I want to point out. 9 The proposed piers are in the same location 10 as existing. So a temporary support will be 11 required to allow for the removal of the 12 structure. This temporary support will 13 be designed for both dead and live load. 14 The MSG backfill to be constructed up 15 to the top of the proposed footing, which 16 will be about 3 feet, I think, below the 17 existing beam. Low strength mortar to be 18 placed above that level up to just below the 19 bottom of the beams. 20 For superstructure details, the 21 temporary supports are detailed in the 22 drawings, however that is just one method 23 that can be used. The contractor can provide 24 alternate designs for the temporary support 25 of the superstructure. 18 1 Then regards to the bridge slide. The 2 superstructure will be slid into its final 3 position. No VECP will be allowed to 4 construct the bridge conventionally in 5 phases. This is something they have 6 committed to doing. The duration we set up 7 is from Friday at 9 p.m. to Monday at 6 a.m. 8 Also, we would like to have a test move prior 9 to the actual bridge move. During the move, 10 translation of the superstructure shall be 11 monitored. There's notes in the plans for 12 that. The reason for that is to make sure 13 the structure does not rack when it's moved. 14 Regarding the slide method, the 15 superstructure can be pushed or pulled 16 into position. We have a detail in the 17 drawings to be pushed. It's shown as being 18 slid with stainless steel plates attached to 19 the bearing and bottom diaphragm and then 20 slid on Teflon coated elastomeric bearings. 21 Superstructure is slid over the wing 22 wall to get into position. We have a 23 precast wing wall that will be attached to 24 the foundation after the bridge is slid into 25 place just to make sure it's done by the 19 1 deadline. Once in position, the 2 superstructure will be jacked in place and 3 the temporary bearings replaced by the 4 permanent bearing. So that's all I wanted to 5 get into regarding the slide. 6 Just wanted to also touch on the MOT as 7 effected by the slide. In the project in 8 general, US 6 was lowered about 2.8 feet to 9 get the required vertical clearance under the 10 bridge. That was done to maintain the 11 existing 75 profile to facilitate the slide 12 in and not have to do a lot of profile work 13 after the bridge was slid into position. 14 Crossovers will be constructed on 75 15 during the Stage 2 MOT. One lane will go 16 bidirectional, the other lane will use the 17 US 6 ramp. That's for both bridge slides. 18 US 6 will be detoured, as mentioned, over the 19 weekend. And US 6 will need to be milled 20 through the intersection. The crown will 21 need to be taken out of US 6 so that traffic 22 can flow easily. And then once the move is 23 complete that crown will have to be 24 reestablished. There will be disincentives 25 for not having 75 open by 6 am, and also 20 1 disincentives for the bridge construction not 2 being completed by October 31st, I believe, 3 Julie -- 4 JULIE FAHEY: Yes. 5 ROBERT BEASLEY: I think that's all I have 6 on ABC. 7 JULIE FAHEY: And I do want to repeat that 8 there will be no VECP for the construction. 9 And at this time if there are any questions. 10 We'll have this transcript available 11 on the web.
