We'll go ahead and 7 get started. We're here today for the McCord 8 railroad grade separation project, PID 75107. 9 We're anticipating a sale of May 8th with a 10 completion date at the end of 2016. 11 A couple of housecleaning items first. 12 If anybody needs to use the rest room, 13 they're down the hall. And you can get the 14 key from the receptionist. Also, there's a 15 sign-in sheet out front. If anybody hasn't 16 signed it, please do so. A little overview on 13 the project. This is part of the grade 14 separation program that we had several years 15 ago. It's one of the last grade separation 16 projects. There's 95 trains per day that use 17 those crossings which creates quite 18 a backup along McCord Road, and safety 19 problems. 20 We've had a series of public 21 involvement meetings out there and we've 22 went through several different alternatives 23 to get to the alternative that we have today. 24 There's many stakeholders in this project. 25 We've got Lucas County Engineers who 5 1 sponsored the project, the Village of 2 Holland and Springfield Township. There's 3 many businesses along this corridor, Norfolk 4 Southern Railroad. Springfield High School's 5 located right there on the project. 6 We have a 66-inch sanitary line that 7 runs right down the center of McCord Road 8 that is going to need to be reinforced as 9 part of this project. We have many local 10 residents. Of course, my favorite 11 stakeholder, ODOT. This is a very high 12 profile project and we expect that 13 partnering's going to be very important with 14 this project. 15 Quick little overview. Here we have 16 McCord Road and the railroad track, and we've 17 got Springfield High School down here, a lot 18 of businesses along the corridor with WalMart 19 there, have some tennis courts here. Several 20 of these buildings have already been removed 21 as part of our demo project. 22 And here is what, essentially, the 23 project's going to consist of. Several 24 things to notice is, one, we have a temporary 25 road that we're going to be putting in for 6 1 access when we have McCord Road closed. This 2 part here is going to be permanent to provide 3 access for the pump station and the detention 4 pond. 5 Because of the grade separation and 6 we're going under, we're having an underpass, 7 we're going to need a pump station. And so 8 the drainage will come down to the pump 9 station, be pumped up to the detention pond 10 and metered out into the ditch along the 11 railroad. That detention pond's also going 12 to handle our BMPs for this project. 13 Another point of interest is the 14 roundabout here at McCord, Hall and Mall 15 Roads. The construction of this is going to 16 be a very tight schedule. And we're going to 17 try to do that when school's out. The other 18 part of this project is the temporary 19 railroad track that we have to build in order 20 to build the bridge. And we'll discuss that 21 a little bit more here. 22 We're looking at the staging. The 23 first thing we're going to do is to build the 24 embankment for the temporary railroad 25 runaround. The soil out there is a little 7 1 soft. And so we're going to need to build 2 the embankment to get the proper settlement. 3 We're looking at probably about nine months 4 settlement on that. So that's going to need 5 to be one of the first things that's done. 6 Along with that, we'll also need the 7 temporary road to be put in, and the lining 8 of the 66-inch storm sewer. Those would be 9 the first three things that we're going to be 10 looking at doing. So that would take care of 11 the first season essentially. 12 We come into the second season and 13 would be building this section in here so 14 that we can maintain access to the school. 15 We'll be shutting down McCord Road and 16 detouring the traffic. We'll be 17 constructing the roundabout in through here. 18 We'd like to have that done while school is 19 out of session, try to center that around 20 that. We anticipate the schedule probably to 21 be a little bit into the school year one way 22 or the other. The other thing, we've got 23 this little piece here that wasn't 24 constructed to maintain McCord Road. That 25 would be constructed. The tie-ins will be 8 1 constructed. 2 And that takes us to the detour. While 3 this is closed traffic will be detoured 4 around McCord Road. And the majority of the 5 project will be Stage 3. The beginning of it 6 we'll have the train traffic running on the 7 temporary runaround that we've built. We'll 8 have the temporary road open and three of the 9 four legs of the roundabout will be 10 operating. So the traffic will be flowing 11 pretty well around our construction area. 12 The railroad bridge will be built. And 13 then once the structure's complete we'll be 14 able to switch traffic back onto the mainline 15 and then remove the temporary crossing. 16 That's kind of just a quick overview of 17 the maintenance of traffic. Didn't go into 18 too much detail. At this point I'd just like 19 to open it up for any questions that you may 20 have. 21 MIKE GRAMZA: Mike Gramza with ODOT. 22 Clarification, Art. You mentioned the 23 66-inch storm. Did you mean the 66-inch 24 sanitary? 25 ART ROMETO: 66-inch sanitary. I'm sorry if 9 1 I said storm. I meant sanitary. 2 MIKE GRAMZA: Are there any details that you 3 need to get across on the sanitary with the 4 sanitary folks that are here or is it clear 5 in the plans what they need to do? 6 ART ROMETO: Well, I think it's pretty clear 7 in the plans. Does anybody have any 8 questions regarding the 66-inch sanitary? 9 I guess one of the things that is 10 crucial is the timing of that. We need to -- 11 part of the lining of the 66-inch is for 12 structural support during construction. So 13 that's going to need to be one of the first 14 things done because once we start moving the 15 train traffic over we also have a force main 16 that's going to be relocated as part of this 17 and we need to have all that done before we 18 get into the railroad embankment. 19 RAY BRING: Ray Bring with Kokosing. What 20 type of pipe is that? 21 ART ROMETO: I'm sorry? 22 RAY BRING: What type of pipe is it? 23 ART ROMETO: The existing? The existing is 24 concrete. 25 NATE INKROTT: Nate Inkrott, Lucas County 10 1 Sanitary Engineers. You mentioned a 2 completion date of 2016. Are there 3 completion dates for each phase? Stage 1, is 4 there a final date on that? 5 ART ROMETO: I don't think we have any 6 intermediate dates set up in the plans as of 7 right now. 8 NATE INKROTT: Okay. Do you anticipate -- 9 ART ROMETO: Well, we anticipate the first 10 stage would be during the first season, the 11 second stage with the roundabout would be 12 spring through summer of next year, and then 13 the rest of it the following year and a half 14 finishing up with Stage 3. 15 RAY BRING: Ray Bring with Kokosing. You 16 mentioned something about the lining being 17 structural? 18 ART ROMETO: Yes. 19 RAY BRING: Concrete pipe. Is there 20 something wrong with it? 21 ART ROMETO: Well, it's 40 years old. 22 Anybody else? 23 MEL WILLIAMS: Mel Williams with E.S. Wagner. 24 In Stage 3 during the construction of the 25 bridge itself, is McCord Road traffic, at 11 1 that point, going to be back on the existing 2 alignment of McCord or is it detoured through 3 the whole construction of the bridge? 4 ART ROMETO: During Stage 3 it will still -- 5 hold on. Let me -- but I believe it's -- 6 yeah. During Stage 3 traffic will still be 7 detoured down along here. We'll have the 8 road closed off. 9 MEL WILLIAMS: That would be the largest 10 stage. So McCord will be detoured at that 11 point? 12 ART ROMETO: Yes. It will be running down 13 the temporary access road. There's a lot of 14 -- you know, between the bridge and the 15 amount of embankment that we have in there, 16 it's going to be quite a bit of work, 17 excavation. I'm sorry. 18 Does anybody else have any questions? 19 RAY BRING: Ray Bring with Kokosing. On the 20 two retaining walls there by the roundabout, 21 you're leaving the sheet piling in place. 22 Is there a reason we can't remove it? 23 ART ROMETO: I will have to look into that 24 and see if there's a reason that it couldn't 25 be removed. I'll get back to you on that. 12 1 Good question. 2 DON SEELY: Don Seely, Lucas County Sanitary 3 Engineer. There was quite a bit of waterline 4 work in this project the last time we saw it. 5 Is that all still there? Is that going to be 6 part of Stage 3? We were replacing 7 everything throughout the roundabout up 8 McCord up to Kipling Road. 9 ART ROMETO: Yeah. 10 DON SEELY: No. I was wondering if that's 11 when they're doing it. Well, some of it will 12 be during the roundabout stage, Stage 1, will 13 have to be. 14 RUSS CRITELLI: Well, there's part of it 15 being done at different intervals. 16 ART ROMETO: One of the first things that -- 17 early on in the phase we put a line 18 underneath the railroad. 19 RUSS CRITELLI: Part 2. 20 ART ROMETO: Yeah. Part 2. Where we put a 21 boring under there to run the waterline to 22 get it on the other side of the 23 railroad. 24 DON SEELY: That will be permanent then? 25 That will be permanent waterline? That's 13 1 going to be quite deep. 2 ART ROMETO: Yeah. 3 JIM SHAW: Jim Shaw, Lucas County Sanitary 4 Engineer. There was recent activity around 5 where the roundabout's going to be located in 6 which there was put a bore. Is that part of 7 these plans? Was that something that we need 8 to make sure the contractors have in the 9 future? 10 ART ROMETO: Chris? 11 CHRIS HIBBETT: Chris Hibbett, ODOT. Toledo 12 Edison ran a bore diagonally across the 13 intersection to alleviate the area throughout 14 the roundabout. 15 ART ROMETO: Does anybody else have any 16 questions? You guys want to say anything? 17 All right. If nobody has any 18 additional questions or anything, I'd like to 19 thank everybody for coming. And -- 20 KEITH EARLEY: Not really a question. Keith 21 Earley, Lucas County Engineer. We do own, to 22 all the bidders, we own the old Wick's site. 23 That can be used for a staging area. We can 24 get the details on that. And, also, 25 there's a possibility that we could get 14 1 borrow from that area, maybe store it. Also, 2 there could be borrow taken from the 3 retention area, may be stored after the 4 project, if need be. And we also own a 5 building at 1035 McCord, South McCord, just 6 next to our offices, that could be used by 7 the contractor or ODOT for a field office. 8 If you want to look at that, get details on 9 that, we can get you the details during the 10 week. It has offices plus garage. 11 ART ROMETO: Okay. Does anybody else have 12 anything? All right.
