  RATES FOR CONSULTANTS IN BLUE

ODOT will award an attendance certificate for each course* and will issue continuing education certificates when applicable. Students are required to attend each training session in its entirety to receive certificates.  
 
*All Relocation courses require a passing score on exams to receive attendance certificates.
 
Payments need to be in the form of a check or money order and made payable to: Treasurer, State of Ohio. The payment can be mail to ODOT, Office of Real Estate, Mail Stop 4120, 1980 W. Broad St., Columbus, OH 43223, Attention: Stephanie Castner or you can deliver it to the instructor the day of the course.

Law Day

The topics will be presented by Attorneys from the Transportation Section of the Ohio Attorney General's Office.  The sessions will include presentations on current eminent domain topics including appraisal, damages, property interests, case law, and general domain legal concepts.

Audience:  Law day will be an educational opportunity and resource for eminent domain professionals and attorneys.  LPA RW staff and counsel are encouraged to attend.  You must register in advance. 

There will be two sessions.  Each session will be different.  You are welcome to attend either or both but you will need to register separately for each session.  2 hours of CLE's will be given for eacch session attended with a total of 4 CLE's for the whole day.

Valuing the Residue-Damages to the residue, Access and circuity-(Internal vs. External), Consequential Damages, Business Losses, Severance Damages-Proximity, Cost to Cure.  Mechanics of Trial-Opening Statements, Direct and Cross, Closing Argument, Verdict-Interrogatories, Getting Title and Recordation, Additional Deposits and Interest, Attorney fees and costs
 
Asbestos Awareness
Asbestos Awareness

This course will give you general knowledge of what asbestos is, the history of asbestos, identifying asbestos, what to do when you encounter asbestos, what effects asbestos can have on your health and more.  This course does meet OSHA's and AHERA's requirements for Custodial/Housekeeping personnel working in structures with asbestos and performing minor asbestos inspections and debris cleanup.

Acquisition Plan Reading

 

Acquisition Plan Reading

A two (2) day course to provide the basic understanding of Right of Way plans and the impact to residue property.  Emphasis is on proper Appraisal Problem Analysis and explanation of plans to non-engineers.

*Not a prerequisite, but would strongly recommend having the ability to read highway plans or to have completed the Highway Plan Reading Course.

Acquisition 101

Title Procedures
 
This is a 1-day course focused on the minimum requirements for a 42 Year Title Report, an Abbreviated Title Report, the Title Update and the Title Report prepared for an appropriation.  The course includes two case studies that interrelate plans, procedures and the actual documents researched in the public records.  Speakers include staff from ODOT Central Office Real Estate, a District Office and the Attorney General's Office.  The Title Test will be offered at the end of the course.

Negotiation Policy and Procedures

A one (1) day course to provide the understanding of ODOT's Policies and Procedures of Negotiations and related forms.  This course covers Requirement for Acquisition Notice, No Negotiation Until FMVE has Been Established, The Initial Offer of Compensation to the Owner, Offer Subsequent to the Original Offer, The Contract for Sale and Purchase, Contract with Owner, Time to Consider the Offer, Required Discussions with the Owner, Administrative Settlement, Documenting Negotiations and Beginning the Process to Appropriate.

This course has been approved by the Ohio Department of Commerce, Division of Real Estate and Professional Licensing for four (5) hours of continuing education credit in Real Estate.

A one (1) day course to provide an understanding of ODOT's Special Acquisition Procedures and related forms.  This course covers Early Acquisition, Acquisition of Tenant-Owned Improvements, Acquisition of Publicly Owned Property, the Uneconomic Remnant, Acquisition Procedures for Excess Land Parcels, Procedure to Obtain a Right of Entry and Procedure for Damage Claims.

Appraisal 101

Appraisal in Ohio under the Power of Eminent Domain

This seminar, Interrelating Laws, Regulations and Procedures that govern Eminent Domain Valuations for ODOT. It is a one day review focusing on the appraisal process.  In this course, laws and regulations from the federal and state levels (including case law)  are reviewed and interrelated to the appraisal and appraisal review procedures used by ODOT.

Valuation of Simplistic Acquisitions

This is a three (3) day course.  The purpose of this course is to provide basic understanding of the valuation formats used for simplistic acquisitions and the laws and policies empowering these valuation formats.  Emphasis will be placed upon basic appraisal principals, problem solving, case studies, proper completion of the valuation formats and understanding policies and procedures. 

 This course has been approved by the Ohio Department of Commerce, Division of Real Estate & Professional Licensing for fifteen (15) hours of continuing education credit in Appraisal and Real Estate.

Appraisal 104

Right of Way Appraisal Report:

This is a one (1) day course.  This course introduces the student to ODOT’s revised Right of Way Appraisal Report and leads them step by step through each phase of the template. Six (6) classic Before & After appraisal scenarios will be demonstrated. The training will inter-relate the Uniform Standards for Professional Appraisal Practice (USPAP), the Uniform Appraisal Standards for Federal Land Acquisition (UASFLA) and Ohio Case Law relating to complex condemnation appraisal cases.  

This course has been approved by the Ohio Department of Commerce, Division of Real Estate and Professional Licensing for Four and 1/2 (4.5) hours of continuing education credit in Appraisal and Real Estate.

Introduction to Appraisal Review

A one (1) day course that covers ODOT’s appraisal review procedures for simplistic valuations and the part the review appraiser plays in selecting the correct appraisal format needed to solve the appraisal problem as well as the part the reviewer plays in scoping the appraiser.

Valuation Problem Analysis
 
This course will introduce ODOT & LPA (local public agency) staff, R/W acquisition consultants and real estate appraisers to procedures for compliance with regulations demanding the acquiring agency participate in the appraisal scoping process and procure appraisals that meet its program needs.  This course will discuss the proper use of the  Pre-Appraisal Checklist, Appraisal Problem Analysis (APA's) and Parcel Impact Notes (PIN'S).

Appraisal Review - Case Study [DEF 66]
 
To provide an opportunity for new and existing ODOT Review Appraisers to "practice" the art of Appraisal Review in the class room, without liability, on real-life appraisal review assignments of "Before and After" valuations of a parcel(s) of land which are a part of an actual ODOT Right of Way road project.

Uniform Act and Basic Relocation Assistance

This is a three (3) day course offering an understanding of the Uniform Act and the federal regulations upon which Relocation Assistance is based.  This course will be a broad based look at the foundation of relocation assistance.  

 This course has been approved by the Ohio Department of Commerce, Division of Real Estate & Professional Licensing for fifteen (15) hours of continuing education credit in Appraisal and fourteen (14) hours of continuing education credit in Real Estate.   

This course must be completed prior to attending the Relocation 201 or Relocation 202 classes.

Advanced Residential Relocation  Assistance

 An advanced three (3) day course that focuses on the policies and procedures governing residential relocations.  Students will learn advanced theories, such as increased interest payments, incidental expenses and fractional owners.

This course has been approved by the Ohio Department of Commerce, Division of Real Estate & Professional Licensing for eleven and half (11.5) hours of continuing education credit in Appraisal and nine and half (9.5) hours of continuing education credit in Real Estate.

Advanced Business Relocation Assistance

 A three (3) day course that focuses on the policy and procedures that govern non-residential relocation.  Students will learn how to assist a business or nonprofit organization to successfully relocate to a new location.  Case studies will focus on reimbursement for move and reestablishment expenses.  Students will learn about Ohio's Economic Loss and Loss of Goodwill payment provisions and about the fixed payment option to businesses.  
 
This course has been approved by the Ohio Department of Commerce, Division of Real Estate & Professional Licensing for Fifteen (15) hours of continuing education credit in Appraisal and Fourteen (14) hours of continuing education credit in Real Estate.

Utility Relocation Process

 A (1) day and a (1/2) half  course designed to provide a detailed overview of the Utility Relocation Process; utility permit process, utility work included in the highway construction plans, covering design and early utility involvement, reimbursement eligibility, betterments, scope of work and utility force account relocation process; including funding agreements, relocation plans, reimbursement eligibility, estimates and billings.
