In the past, the study was prepared using former studies and people often guessed at what information would be needed for approval. This would often lead to many study submissions which could delay a project.
The one-day course was designed to assist in understanding the various aspects of interchange justification studies. It is intended to improve study content and organization.
The prospective student should be familiar with Highway Capacity Software and its output. Other traffic engineering programs can be used in conjunction with Highway Capacity software, but if used is required for an IJS/IMS.
The course is a prequalification requirement for consultants who want to prepare interchange justification and modification studies. The study must be performed and signed by a Professional Engineer (PE). A student may take the class without being a PE, once they obtain their license; they will be prequalified to sign off on an IJS/IMS. This was effective for studies awarded after April 2005.
