Ohio QuickClear - Professional Responders Guide for Safe and Effective Highway Incident Management

Description 

The best practices discussed in this guide were developed to promote safe and efficient incident management in Ohio. This professional responders guide is intended to share best practices with emergency services including fire, law enforecment, Emergencey Management Agencies (EMA), Emergency Medical Services (EMS) and other first response agencies.

This guide was developed based on a literature review of other state and local agencies, Federal Highway Administration (FHWA) workshops, and input from numerous local Ohio agencies experienced with response to traffic incidents, clearance, recovery and traffic management.

Legal Authority

This guide supplements the standards and guidelines established in Chapter 6I of the Ohio Manual of Uniform Traffic Control Devices (OMUTCD) for the control of traffic through traffic incident management areas. Chapter 608 of the ODOT Traffic Engineering Manual (TEM) also provides additional information about incident management.

Miscellaneous Information

One of the desired outcomes of this document is the formulation of groups and dialogue promoting additional cooperation.
