OHIO SPECIAL HAULING PERMITS
RULES

Ohio Department of Transportation announces the following policy changes effective October16, 2008.

1.  Three Steel Coil permits are allowed for gross vehicle weight up to and including 120,000 pounds for a single trip permit and for a continuing ( formerly called "90 Day" ) permit.

The OH-ePASS system will not be changed in time to correctly allow this. To order this 120000 pound Three Steel Coil permit, use the existing request for "One of Two Steel Coil " or "One, One or Two, or Two Steel Coils" and then indicate "3 COILS" in the Comment field on the Payment screen.

Do NOT use the existing "Three Steel Coil" request form as this will only allow 92000 pounds.

2. Up to 60000 TriAxles and QuadAxles are allowed where gvw does not exceed 120000.  Minimum axle spacing within the groups is 4 feet 1 inch.  The system will show a warning message after Step 5.  Click on the "Next" button to continue.  Permit requests with this configuration will be manually reviewed prior to issue. (This does apply for Steel Coil permits)

3.  Up to 132000 on 7, 8 or 9 Axles are allowed for vehicle configuration of steering axle plus two tri or quad axle groups (using the 60000 pound tri / quad axle rule above) (This does NOT apply for Steel Coil permits).  This is an exception to the superload vehicle configuration requiring jeep/boosters. No shippers letter required for this configuration.  The minimum axle spacing is :

Overall                65 feet 0 inches
InnerBridge       51 feet 0 inches (axle 2 through rear most axle)
Within Groups   4 feet 1 inch

4.  Re-transmission (refaxing) is allowed.  The faxed permit shall be clearly legible, free of any markings, writing, symbol, logo, letterhead, characters or inscriptions that are not part of the permit as transmitted by ODOT.  Re-faxing is allowed only for permits that do NOT have the "Re-Transmission Prohibited" statement printed on the permit.  Permits issued after the effective date will not have this statement.

The Ohio Hauling Permits office will not re-fax to a number that is different from what is printed on the permit. Users may request the Permit office to "re-send" the permit to the printed fax number. If the user desires a different fax number, the user must submit a revision request through the system.

5.  Minimum liability insurance is increased to $500,000.00 from $200,000.00.  Users must submit a new OS-32 Proof of Insurance form if their existing OS-32 indicates less than $500,000.00.  Permits issued prior to October 16 are still valid and do not need an updated OS-32 (until the user requires a new or revised permit).

6.  Single trip permit revision for an extension of time duration is reduced to one calendar day.  The existing rules still apply that the revision must be requested prior to the expiration of the original permit. The one day extension will be appended to the original expiration date.  Round trip single trip permit revision for an extension of time duration will be three calendar days.

7.  Public construction projects. The permit fee is $10 for any oversize / overweight load movement in conjuction with a bona fide Ohio based federal, state, or local government public construction project.  The permit application must be marked in the "Comments" field with word "PROJECT" followed by the project number and  telephone contact of the project manager.

9.  Marina Permit.   A Marina permit has been formalized.  It will appear on the system screens in January 2009.  Until then, users may continue to request such a permit using the "90 Day Continuing OS Only" request.  User will mark the "Comments" field to indicate this request is a "Marina" permit.  The date range (not to exceed 365 days) will be adjusted by ODOT when the permit is issued.  The permit will be issued for an unlimited number of movements of boats between the marina and points of storage, repair, or launch within a 10 mile radius.  Permit will not exceed legal weight, nor exceed 14 feet overall width, or exceed 65 feet overall length.  Movement is not authorized on fully controlled or limited access highways.

10.  New OS-1A Limitation / Provisions rev 10/08.   Permits issued after the effective date will have this new revision "Rev. 10/08" identified on the permit.  The new revision states the re-transmission of permit is allowed;  it modifies paragraph 3 of "days/Hours of Operation" section replacing the "25 mile radius" idea with counties; it clarifies paragraph 1 of "Penalties for Violation" section. If your existing permit has the former "REV. 7/99" indicated, it is that revision of the OS-1A that must accompany the permit.

11.  Lift Axle Policy. The former policy stated that the lift axle control must be outside the truck cab. The revised policy drops this requirement.

If an axle is declared on the permit, it must be in the down position at all times, except if the permit (or permit attachment) states otherwise.

12.  Permit Fee Changes.  Fee increases for Ohio Hauling Permits will be implemented in three phases.  Click here for the new FEE SCHEDULE A ton mile surcharge will be added to the stated permit fee when the gvw exceeds 120000 pounds ("Michigan Legal" permits will not have a ton mile surcharge). Mileage will be calculated on the routes issued from ODOT permit system.  Any permit revision of routes (where allowed) will be charged only a revision fee.

The ton mile surcharge will be calculated as ((GVW - 120000)/2000) times mileage times $0.04.  The dollar amount will by rounded up to the next whole dollar.
