
About Us
The Office of Estimating consists of estimators, analysts, technical writers and administrative staff divided into three sections.
Our goals are to:
- Estimate and analyze project costs in a consistent, fair and reasonable manner
- Coordinate the sale of our program and verify funding
- Monitor and forecast construction costs
- Assist districts with their needs related to construction costs (e.g. budgeting, change orders, VECP's)
Project Coordination (PC)/Plans, Specifications & Estimates (PS&E)
Project Coordination (PC)
- Receives the plan packages from the Districts to ensure they are complete and received on time
- Prepares the plan package for use by the Estimating Section so they can prepare the Engineer’s Estimate
- Updates plans with revised plan sheets
- Schedules project sales
Plans, Specifications & Estimates (PS&E)
- Prepares the project funding
- Splits the cost of items of work on projects with funding splits
Construction Cost
- Serve as construction cost experts for ODOT
- Prepares the Engineer’s Estimate
- Performs Bid Analysis
- Provides information to the Award Committee
- Performs Life Cycle Cost Analyses (LCCA)
- Performs Value Engineering Analyses (VE)
- Provides support to District personnel and consultants with C1 Estimates, C2 Estimates, and Estimator
- Maintains the Item Master
- Performs Quality Assurance Reviews (QAR)
- Serves on Specification Committees
Bid Analysis & Review Team (BART)
- Tracks market trends
- Performs in-depth data and cost analyses
- Develops inflation rates and forecasts for ODOT
