The Office of Environmental Services staff uses an inter-disciplinary approach to provide education, technical expertise and policy development to federal state and local governments to achieve a safe, efficient and environmentally sound transportation system.

The Office of Estimating serves as ODOT's expert in construction costs. Staff expertise embraces estimating, bid analysis, management and monitoring of project funding and economic analysis and forecasting.

The Office of Local Programs staff coordinate construction projects with local government agencies and provide training and technical assistance through LTAP while managing the Ohio Scenic Byways, Small City, Metro Parks, Local Major Bridge programs and more.

The Office of Statewide Planning & Research provides decisionmakers with the data and tools they need to ensure Ohio's transportation system meets the evolving needs of Ohio's residents and traveling public.

The Office of Systems Planning & Program Management staff perform statewide condition and needs analyses on Ohio's road network and manage ODOT's capital programs in a fiscally responsible manner to assure the best use of Ohio's transportation resources.

The Office of Technical Services collects the data and provides the technical staff and products — mapping services, GIS support and training, Web applications, digital imaging, road profile and highway/friction skid testing — to support ODOT's planning functions.
