Pursuant to the authority vested in me by the Constitution and laws of Ohio, in order to assure the effective implementation of the mandate of the Fourteenth Amendment to the Constitution of the United States and state and federal laws against discrimination, I do hereby administratively determine and order that the Director of the Department of Administrative Services, through the State Employment Opportunity Coordinator, shall establish uniform statewide goals for the utilization of women on state and state-assisted construction contracts.
The percentage of female utilization set out in this order is to be expressed in terms of female hours of training and employment as a proportion of the total hours to be worked by the contractor's entire work force in each craft or trade on all projects, both state and non-state, in the State of Ohio during the performance of the contract or sub-contract.
Goals for the utilization of women on such state or state-assisted construction projects may exceed but may not fall short of those currently in use by the federal government at the effective date of this Order.
No state contractor's compliance status shall be judged alone by whether or not goals and timetables are met. Rather, each contractor's compliance posture shall be reviewed and deter- mined by examining the contents of the contractor's program and his/her good faith efforts to implement such program to meet the goals herein established.
