Noise wall will not be built along Western Avenue
Project not supported by majority of affected neighborhood

LIMA (Thursday, August 25, 2016) A proposed noise wall along Western Avenue in Findlay will not be constructed because the necessary support needed from the affected neighborhood was not present.
The proposed wall would have begun at the Western Avenue intersection with U.S. 68/Ohio 15 and continued northward to West Lake Court near Lake Cascades.
The decision not to proceed with the wall was based on results of a survey conducted this summer of the 73 benefitted receptors within the project area who were identified through a noise analysis as noise receptors. Noise receptors are those who are currently experiencing highway noise and would potentially benefit from the placement of a noise wall.
The results of the survey indicated less than 50 percent of the benefitted receptors felt a noise wall should be built. ODOT’s process for this type of noise wall requires greater than 50 percent of the benefitted receptors be in support of the wall in order for ODOT to proceed with project development.
“We have great appreciation for the community’s participation in the noise wall process to reach this conclusion,” said Kirk Slusher, Ohio Department of Transportation District 1 deputy director.
The noise wall was proposed at the request of residents in the area east of U.S. 68/Ohio 15, along Western Avenue. In response to the request, which was made in the summer of 2015, ODOT completed the noise analysis.
ODOT conducted a public meeting in May which provided affected property owners identified through the noise analysis the opportunity to vote in favor or against the construction of a noise wall. The 73 benefitted receptors, which included the Chamberlin Hill School, were given the opportunity to vote in the decision.
The Ohio Department of Transportation maintains the state's largest man-made asset--the transportation system. ODOT's mission is to provide the safe and easy movement of people and goods from place to place. As a $2.8 billion per year enterprise, ODOT invests the bulk of its resources in system preservation through maintenance, construction and snow and ice operations.
The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 11, 2015, and executed by FHWA and ODOT.
