ODOT Seeking Public Comment on Projects
 
LIMA (October 19, 2016)The Ohio Department of Transportation (ODOT) District 1, in compliance with the National Environmental Policy Act (NEPA) and Executive Order 11988, is seeking public comments regarding the following proposed projects:
 
District Wide
Bridge Maintenance Project (PID: 94351) – This project proposes routine maintenance activities on bridges and culverts in Allen, Paulding, Putnam and Van Wert counties. A description of the work locations is below:

Work on several of the structures listed above will occur in regulated floodplains. Impacts to these floodplains are anticipated to be minor and result in no rise in localized flood levels. A statement of findings detailing the results of the final floodplain analysis will be made available on the ODOT District 1 environmental website:

No road closures or detours will be necessary during these routine maintenance activities.  This project is scheduled to occur in the summer of 2017.
 
Allen County
Ohio 103-1.52 (PID: 93756) – This project proposes to replace the bridge carrying Ohio 103 (Jefferson Street) over Riley Creek in the village of Bluffton. During construction, vehicular traffic will be detoured; however, access to properties within the construction limits will be maintained.
 
A public walking trail along the west side of Cobb Lake connects to Ohio 103 near this bridge. The walking trail is part of the Cobb Lake property which is a designated public recreational property owned and maintained by the village of Bluffton. As a designated public recreational property, it is afforded protection under federal law. The use of federal funds requires measures be developed to minimize harm, and advance public notice be given of impacts to these recreational properties. For the duration of construction, the portion of the walking trail that connects to Ohio 103 will be closed. Access to the remainder of the walking trail will be maintained and signage will be provided to notify path users of closures.
 
Additionally, this bridge is located within the regulated floodplain of Riley Creek. Impacts to the floodplain are anticipated to be minor and result in no rise in localized flood levels. Construction for this project is currently scheduled to occur in the spring of 2019.
 
Allen and Hancock Counties
Allen Co.– Interstate 75-22.68 and Hancock Co.– Interstate 75-0.01 (PID: 93754) – This proposed project will provide repairs to bridge structures associated with Interstate 75 in Allen and Hancock counties. In Allen County, the bridges carrying Interstate 75 traffic over Riley Creek, approximately half a mile east of the Bentley Road overpass, will receive repair work and upgraded guardrail. Lane restrictions may be required at times during construction. 
 
The Tripplett bike path, which travels under the interstate to connect bicyclists and pedestrians to Village Park in the village of Bluffton will be closed at times when overhead construction is occurring at these bridges. The Tripplett bike path and Village Park are designated public recreational properties that are owned and maintained by the village of Bluffton. As designated public recreational properties, they are afforded protection under federal law. The use of federal funds requires measures be developed to minimize harm, and advance public notice be given of impacts to these recreational properties. Signage will be utilized to notify path users of closures.
 
In addition, the bridge carrying Hancock County Road 15/Hancock Road over the Interstate approximately one mile east of the Bentley Road overpass will receive repair work as part of this project.  Traffic on Hancock County Road 15/Hancock Road will be detoured during construction; however, access to properties within the construction limits will be maintained.
 
Construction for this project will occur in the summer of 2018.
 
Hancock County
Ohio 103-9.43 (PID: 102867) – This proposed project is located on Ohio 103 between County Roads 65 and 9 approximately two miles west of the village of Arlington. The culvert located under the roadway at this location will be replaced. Traffic will be detoured during construction; however, access to properties within the construction limits will be maintained. Construction for this project is currently scheduled for the summer of 2018.
 
Hardin County
Ohio 53-10.55 (PID: 93753) – This proposed project is located on Ohio 53 approximately 0.16 miles south of the village of Patterson. This project will involve repairs to the bridge surface and the approaching roadway.  Additionally, snow plow wedges will be paved at the corners of the bridge and the existing guardrail will be upgraded and replaced. Traffic during this project will require a detour; however, access to properties within the construction limits will be maintained.  Construction for this project is currently scheduled for the summer of 2018.

Project-related issues the public may wish to comment on include, but are not limited to, historic or cultural resources, ecological resources, and environmental justice issues.
 
The environmental review, consultation, and other actions required by applicable federal environmental laws for these projects are being, or have been, carried-out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 11, 2015, and executed by FHWA and ODOT.
