U.S. Route 24: Stone Arch Maintenance at Mary Jane Thurston State Park

BOWLING GREEN (Friday, September 23, 2011)The Ohio Department of Transportation (ODOT) District Two announces the following opportunity for public comment on the proposed stone arch maintenance project at Mary Jane Thurston State Park (North Turkeyfoot Creek Area) along U.S. Route 24.

Project Description:
The Ohio Department of Transportation (ODOT) proposes to perform minor repairs and remove embedded vegetation on the outlet headwall and wingwalls of a stone arch located under U.S. Route 24 and on Ohio Department of Natural Resources Mary Jane Thurston State Park (North Turkeyfoot Creek Area) property.  To accomplish this work, a 0.365 acre temporary easement for a contractor access drive will be required and a 0.084 acre permanent easement will be acquired to maintain the facility in the future.

The recreational components, including water access, fishing, hunting, shelters, restrooms, hiking trails and benches of Mary Jane Thurston State Park (North Turkeyfoot Creek Area), are afforded protection under Section 4(f).  Due to the scope of the proposed undertaking and the presence of Section 4(f) property, measures to minimize harm have been developed by the Federal Highway Administration that create a de minimis impact (as defined in 23 CFR 774.17) on the property. A de minimis impact is one that will not adversely affect the features, attributes, or activities qualifying the Section 4(f) property Mary Jane Thurston State Park (North Turkeyfoot Creek Area), for protection. Work on the proposed project is scheduled to begin during the fall of 2012 or in 2013.

Opportunity for Public Comment:
Due to the easements being acquired  for work on a stone arch work on Mary Jane Thurston State Park (North Turkeyfoot Creek Area) property and that the parcel has unrestricted  public recreational access, it is subject to the requirement of 23 CFR 774, Section 4(f).  In order to proceed forward with maintenance and repair activities, ODOT must first be in compliance with this requirement.  ODOT is posting the project information to obtain public input regarding this proposed work.
