The District 3 Environmental Section is a sub-section of the Planning Division, which is housed within the Capital Programs Department at the district. This section is responsible for ensuring that transportation projects undertaken within District 3 comply with the National Environmental Policy Act (NEPA).  Technical support is given to local governments that receive Federal Highway Administration funds through the Ohio Department of Transportation (ODOT). 
Activities necessary to fulfill these responsibilities include, but are not limited to: environmental classifications, Purpose and Need Statements, project schedules for environmental documentation and clearance, project study area definition, public involvement plan development and activities, environmental field work, environmental studies/reports/coordination packages, preparation/review/coordination of waterway permits,  preparation/review/coordination of environmental consultations, monitoring environmental commitments, and providing technical assistance and information dissemination related to the NEPA process and associated environmental requirements and regulations. 
The Environmental Section’s involvement on transportation projects encompasses coordination with numerous internal and external customers.  These customers include the general public, local public agencies, governmental officials, other Planning Sections, Capital Programs Department, Highway Management Department, ODOT Office of Environmental Services (OES), regulatory agencies, consultants, and contractors.​​​​​​​​​​

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 11, 2015, and executed by FHWA and ODOT.​​
