All activities within the eight counties of north central Ohio's ODOT District 3 are under the guidance of the District Deputy Director. The Deputy Director assists in strategic planning, short and long term goal setting, performance measurement and policy development, and deployment on both the statewide and district wide levels. The Deputy Director also represents and communicates the activities, views and policies of the department with representatives of local, state, and federal agencies, elected officials, consultants, contractors, vendors, news media, and the general public.

The following areas of responsibility fall under the Deputy Director:
The Labor Relations Office is responsible for assuring that proper processes and procedures are in place throughout the district to allow supervisory personnel to manage human resources to the extent possible or necessary within guidelines of the Contract between the State of Ohio and the Ohio Civil Service Employees Association/AFSCME Local 11.
The Public Information Office is responsible the department's external communications with members of the news media and general public in a timely manner regarding stories or issues of interest. The Office also facilitates the District's public record requests and community outreach efforts.
