MEDINA COUNTY (Thursday, January 16, 2020) This is an ODOT-let project
located along SR 252, approximately 400 feet north of West Law Road in
Liverpool Township, Medina County, Ohio.
The existing structure consists of a deficient steel continuous
beam structure with 3 spans, two (2) concrete abutments and wing walls, and two
(2) concrete piers on spread footers, which is approximately 80' in length. The
entire bridge (superstructure, piers and abutments) will be removed and
replaced in-kind with integral or semi integral abutments and pre-stressed
concrete I-beam with composite reinforced concrete deck.
There is suitable wooded habitat with roosting habitat for
federally listed bat species located within the project study area. ODOT will
obtain a waterway permit for permanent impacts associated with the placement of
rock channel protection along the stream banks of the West Branch of the Black
River, and for temporary impact associated with demolition of the existing
structure and construction of a new bridge structure. The project is also
located within the FEMA floodway zone of the West Branch of the Black
River. ODOT will coordinate with the Local Floodplain Administrator and
acquire a floodplain permit, if required.
project will not require the permanent taking of right-of-way from adjacent
parcels. However, utilities within and adjacent to the structure will be
relocated because of the project. Deep excavation is anticipated for the
proposed work. In accordance with the ODOT Office of Environmental Services'
(OES) Regulated Materials Review (RMR) Screening, there are no regulated
materials located on adjacent parcels. The land use on all adjacent parcels is
considered undeveloped and forested. Based on this information, the project is
considered exempt from further RMR investigations.
On December 16, 2019,
district environmental staff accessed the SHPO GIS database, and in accordance
with Appendix A of the Section 106 PA executed November 8, 2017, the project
will not impact historic properties or historic districts. A copy of the SHPO
Records Check mapping has been uploaded to the project file.
The Department has initiated contact with emergency and other
public services and will continue to coordinate with these services throughout
construction. Because of the nature of construction, the road will be closed,
and a detour will be utilized. The detour will be for 120 days in duration. The
detour route for SR 252 southbound traffic is SR 252 southbound to SR 303
westbound to SR 57 southbound to SR 252. The US 42 northbound traffic is the
reverse. Access will be maintained to West Law Rad and Abbyville Road for
residents. The construction start date is anticipated to be in July 2023.
