ODOT plans to replace a culvert along State Route 94 south of Doylestown, Wayne County, Ohio


Wayne County (Wednesday, March 25, 2020) This is an ODOT-let project located along State Route 94, approximately 150 feet north of Orchard Street and south of Doylestown, Wayne County, Ohio. 

The project will not require the taking of permanent or temporary right-of-way.  Deep excavation will not be required for the proposed work and utilities will not be relocated because of the project.  In accordance with the ODOT Office of Environmental Services' (OES) Regulated Materials Review (RMR) Screening, there are no regulated materials located within ODOT right-of-way or on adjacent parcels. Based on this information, the project is considered exempt from further RMR investigations.

One ephemeral stream (unnamed tributary) will be impacted to replace the culvert. ODOT will obtain the appropriate waterway permit prior to any work below the ordinary high water mark of this stream. Trees that exhibit suitable wooded habitat for the Indiana and Northern Long-eared bat species will need to be cut to construct this project.  All necessary tree removal will occur from October 1 through March 31 to avoid and minimize impacts to these federal and state listed species as required by the Endangered Species Act.

In accordance with Appendix A of the Section 106 Programmatic Agreement executed on November 8, 2017 (Agreement No. 19319), ODOT-OES has determined that the proposed project is a type of undertaking that has 'minimal potential to cause effects' to historic properties and is not a part of a larger undertaking.

The Department has initiated contact with emergency and other public services and will continue to coordinate with these services throughout construction.  This project will not require a detour.  Construction is anticipated to begin in May 2021.
