ODOT plans to
replace a bridge along State Route 302 over Orange Creek in Orange Township,
Ashland County, Ohio

ASHLAND COUNTY (Thursday, January 16, 2020) This is an ODOT-let project
located along SR-302 in Orange Township, Ashland County, Ohio.
The existing bridge is a pre-stressed concrete, box beam bridge
originally constructed in 1940 (with a major reconstruction in 1985). The
existing bridge has a sufficiency rating of 82.6 and a general appraisal rating
of 5 (inspected on 11/28/2017). The existing bridge will be replaced by a
similar structure type on the same alignment.
There is suitable wooded habitat with roosting habitat for
federally listed bat species located within the project study area. ODOT will
obtain a waterway permit for permanent impacts associated with the placement of
rock channel protection along the stream banks of Orange Creek, and for
temporary impact associated with demolition of the existing structure and
construction of a new bridge structure. The project is also located
within the FEMA floodway zone of the West Branch of the Black River. ODOT
will coordinate with the Local Floodplain Administrator and acquire a floodplain
permit, if required.

parcels. However, utilities adjacent to the structure will be relocated
because of the project. Deep excavation is anticipated for the proposed
work. In accordance with the ODOT Office of Environmental Services' (OES)
Regulated Materials Review (RMR) Screening, there are no regulated materials
located on adjacent parcels. Based on this information, the project is
considered exempt from further RMR investigations.
On August 1, 2019,
district environmental staff accessed the SHPO GIS database, and in accordance
with Appendix B of the Section 106 PA executed November 8, 2017, the project
will not impact historic properties or historic districts. A copy of the SHPO Records
Check mapping has been uploaded to the project file.
The Department has initiated contact with emergency and other
public services and will continue to coordinate with these services throughout
construction. Because of the nature of construction, the road will be
closed, and a detour will be utilized. The detour will be for 120 days in
duration. The detour route for SR 302 eastbound traffic is SR 302/SR 511 merge
east to SR 541 southbound to US 250 eastbound to SR 58 northbound to SR 302.
The SR 302 westbound traffic is the reverse. Access will be maintained to the
field drives and Township Roads 964/851 for local residents.
The proposed start date for construction is May 2021.
