State Route 16 – State
Route 37 – State Route 661 Interchange
project is designed to address deficient bridge conditions on the bridge carrying
State Route 37 and State Route 661 over State Route 16 (LIC-661-0.02).
The project will also include turn lane additions along State Route 661 at the
eastbound and westbound on-ramps and on the off-ramps. The intersection of State Route 661 and River
Road/Weaver Drive will be improved to include turn lanes along State Route 661
and along westbound River Road and will be signalized.
Goals and Objectives

include the following:
interchange and roadway capacity within and near the interchange area.
vertical clearance of the bridge carrying State Routes 37 and 661 over State
access management along the State Route 161/37/16 corridor.

5. Close the
northern leg of the State Route 16 and River Road intersection, which is
currently a right-in/right-out movement.
A cul-de-sac would be constructed near the existing intersection.
construction phase is estimated to span from Spring 2020 to Fall 2021. During
both Phase 1 and Phase 2 construction, there would be intermittent lane
closures on State Route 16. The State
Route 16 intermittent closures would be scheduled during evening periods to
minimize the disruption of traffic. Proposed
impacts to traffic will take place in two phases:
Phase 1: The northbound
traffic on State Routes 37 and 661 would remain on the current routing. The southbound traffic on State Route 37 and
661 would be detoured to the adjacent interchange west of the project
area. The bridge would be closed to
southbound traffic. The westbound
on-ramp and eastbound off-ramp from State Route 16 to State Routes 37 and 661
would be closed for an estimated 14-21 day period for roadway work. The ramps would not be closed during the same
time period. Phase 1 construction
activities would span the 2020 construction season.
Phase 2: The
portion of the bridge constructed during Phase 1 would allow for two-way
traffic; both northbound and southbound; during Phase 2 construction. The westbound off-ramp and eastbound on-ramp
from State Route 16 to State Routes 37 and 661 would be closed for an estimated
14-21 day period for roadway work. The ramps
would not be closed during the same time period. Phase 2 construction activities would span
the 2021 construction season.
Fall 2018 – Public presentations to stakeholders and local
community; Right-of-way acquisition process begins
Fall 2019 – Project construction plans complete and right-of-way
acquisition is completed
Spring 2020 – Construction begins
Fall 2021 – Construction complete
