Planning
The District 5 Transportation Planning and Programs Department is structured in six separate areas consisting of Bridge and Culvert Management, Traffic and Safety Management, Programs and Funds Management, Environmental and Project Development Management, Access Management and Pavement Management .
The Planning Staff is dedicated to ensuring that our Transportation Program is completed efficiently and remains fiscally constrained to ensure the roadways remain safe for our customers. We conduct safety and traffic studies, bridge and culvert inspections, conduct environmental studies, plan the transportation projects for the State Transportation Improvement Program for District 5, and aid local governments in project management.
Bridge and Culvert Management
Conduct annual inspections on all bridges and culverts within District 5 and alert the bridge engineer when required maintenance, repairs and/or replacements are necessary. District 5 has 1,062 bridges and 8,632 culverts. Any pipe with a span of less than 10' is considered a culvert. Any pipe over 10' is considered a bridge.
Environmental and Project Development
Responsible for ensuring that all projects comply with the apropriate Ohio and Federal guidelines, coordinate all environmental agency compliance and handle project public involvement.
Programming and Funds Management
Program all District 5 projects into our Project Data Management System, manage the local program as well as enhancements and bike trails. They monitor costs to ensure the District 5 budget remains fiscally constrained.
Traffic and Safety Management
Responsible for ensuring that District 5 highways perform as efficiantly and safely as possible. They conduct traffic studies, safety studies, signal warrants, traffic counts, accident analysis and manage the Access Management Program.
Pavement Management
Responsible for selecting pavement projects for District 5 by determination of PCR's (pavement condition rate). The mission is to raise all PCR's in District 5 to 90+.
