LPA - Local Public Agency
The LPA program is a partnership between Federal Highway (FHWA), Ohio Department of Transportation (ODOT), and Local Public Agencies (LPA) to develop, plan, and construct projects with Federal, State and Local funds.
FHWA has designated ODOT as the agency in Ohio to administer FHWA's Federal funding program. All phases of these projects shall be done in accordance with the applicable Federal and State Laws and regulation with oversight by ODOT
