Southern Ohio Veterans Memorial Highway
restrictions in place on S.R. 140, U.S. 23
Effective today, May
7, additional restrictions will be in effect on S.R. 140 and U.S. 23 in
Scioto County for construction of the new S.R. 823.
- U.S. 23 North will be
reduced to one lane between S.R. 728/348 and C.R. 55 (Fairground Road)
for barrier wall construction. Restrictions are already in effect on
southbound U.S. 23 for barrier wall construction, and traffic is being
maintained in one, 14-foot lane in each direction. A reduced speed
limit is also in effect on U.S. 23.
- The on-ramp from S.R. 140
to U.S. 52 East will be closed for barrier wall and bridge
construction. The closure will be in effect through June 20, and
traffic will be detoured via S.R. 140, Gallia Street/C.R. 503 (Ohio
River Road) and Center Street.
S.R. 140 is
also subject to intermittent, single-lane restrictions between C.R. 503
(Ohio River Road) and T.R. 251 (Hastings Hill Road) for bridge construction
and finishing work. Traffic is being maintained by flaggers when crews are at
work, from approximately 7:30 a.m. to 5 p.m. daily.
In the spirit of a public-private partnership, the Ohio
Department of Transportation and the Portsmouth Gateway Group are
constructing the new state Route 823, a 16-mile, four-lane, limited access
highway from U.S. 23 at Lucasville to U.S. 52 at Sciotoville in Scioto
County. The Southern Ohio Veterans Memorial Highway is the department’s first
P3 project and the largest, modern earthwork project to be constructed in the
