Excavation, Earthmoving Under Way At Minford
Shumway Hollow closing next week
Chillicothe (Friday, July 10, 2015) – With construction of the new state Route 823 in Scioto County under way, signs that a new road is being built are becoming evident, especially to those traveling in and around the Minford area, where the first local impact to traffic will occur next week.
Township Road 234 (Shumway Hollow Road) will be closed Monday, July 13, between S.R. 335 and C.R. 31 (Swauger Valley Road) for its relocation and interchange construction at S.R. 335. The closure is scheduled to be in effect through the duration of the major new project, and while it is closed, thru-traffic motorists may detour locally via T.R. 237 (Blake Hollow Road).
Upon its completion, the new S.R. 823 (Southern Ohio Veterans Memorial Highway) will be a 16-mile, four-lane limited access highway from U.S. 23 north of Lucasville to U.S. 52 near Sciotoville. The project is the Ohio Department of Transportation’s largest, modern earthwork project to date, and the design-build-finance-operate-maintain (DBFOM) project delivery will be the first public-partnership (P3) of its kind endeavored by ODOT.
ODOT awarded a contract last fall to the Portsmouth Gateway Group for development of the project, and completion of the new roadway is targeted for December 2018. Once built, the new S.R. 823 will complete the Ohio’s missing link of the Appalachian Development Highway System.
The Portsmouth Gateway Group includes ACS Infrastructure Development, Inc.; Infrared Capital Partners Limited; Star America Fund; Dragados, USA; Beaver Excavating; John R. Jurgensen Company; and ms Consultants.
