Intermittent Restrictions, Closures Scheduled For S.R. 139
Chillicothe (Tuesday, January 17, 2017) – Intermittent restrictions and periods of closure will be in place on state Route 139 during the coming weeks as part of the Southern Ohio Veterans Memorial Highway construction project in Scioto County.
Beginning Wednesday, January 18, and continuing through mid-February, S.R. 139 will be subject to intermittent periods of closure and single-lane restrictions during daytime, working hours while crews for the Portsmouth Joint Venture move equipment and materials across the roadway.
The project area is situated between Township Road 1385 (Chandler Drive) and T.R. 516 (Oliver Road), approximately one mile west of S.R. 335, and the temporary closure and single-lane restrictions will be in place at any time from approximately 7:30 a.m. to 5 p.m. each day.
During periods of closure, traffic will be stopped for up to 15-minute intervals, and at other times during hours of operation, traffic will be maintained in one lane by flaggers. The route open to two-way traffic during the evening and overnight hours.
In the spirit of a public-private partnership, the Ohio Department of Transportation and the Portsmouth Gateway Group are constructing the new state Route 823, a 16-mile, four-lane, limited access highway from U.S. 23 at Lucasville to U.S. 52 at Sciotoville in Scioto County. The Southern Ohio Veterans Memorial Highway is the department’s first P3 project and the largest, modern earthwork project to be constructed in the state’s history.
The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 11, 2015, and executed by FHWA and ODOT.
