Lucasville-Minford Road Reconstruction Slated To Begin
Chillicothe (Friday, February 24, 2017) – Construction of the Southern Ohio Veterans Memorial Highway in Scioto County is moving forward at a rapid pace, and along with the mass excavation and bridge construction throughout the 16-mile corridor, the next phase of the project will be the reconstruction of County Road 28 (Lucasville-Minford Road).
In the weeks ahead, crews from the Portsmouth Joint Venture will be installing culverts, completing drainage and subgrade work, and continuing excavation in the project area between Township Road 381 (Flowers-Ison Road) and T.R. 1570 (Rase’s Mountain Drive). Construction of the substructure for Bridge 11, which will be the Lucasville-Minford Road overpass for the new highway, will also be performed in conjunction with this phase of the project.
In order to expedite the roadwork, though, Lucasville-Minford Road will be closed through mid-summer. Closing Lucasville-Minford Road in the project area will be safer for both motorists and crews, and rather than working under a partial-width restriction for an extended period, the closure will allow crews to work more efficiently and reopen the road to two lanes of traffic more quickly.
“By maximizing construction activities through the spring and summer months, the contractors can diminish the long-term impact to residents and motorists alike,” said ODOT District 9 Deputy Director Vaughn Wilson.
The route is scheduled tentatively to be closed in early April; however, the schedule to close Lucasville-Minford will be contingent upon reopening C.R. 29 (Blue Run Road), which is closed for mass excavation and earthwork.
Once Blue Run Road is reopened to traffic and Lucasville-Minford is closed, the closure will remain in effect through August 1, 2017, and motorists will be detoured via C.R. 549 (Glendale Road), S.R. 139 and High Street in Minford. Lucasville-Minford Road is scheduled to be reopened prior to the start of the Scioto County Fair on August 7.
In the spirit of a public-private partnership, the Ohio Department of Transportation and the Portsmouth Gateway Group are constructing the new state Route 823, a 16-mile, four-lane, limited access highway from U.S. 23 at Lucasville to U.S. 52 at Sciotoville in Scioto County. The Southern Ohio Veterans Memorial Highway is the department’s first P3 project and the largest, modern earthwork project to be constructed in the state’s history.
