PJV Crews Set To Begin Culvert Installation On Flowers-Ison
Roadway to be closed through September beginning next week
Chillicothe (Wednesday, August 31, 2016) – As part of the Southern Ohio Veterans Memorial Highway construction project, a temporary closure of Township Road 381 (Flowers-Ison Road) will be imparted next week.
On Tuesday, September 6, Flowers-Ison Road will be closed at its junction with County Road 29 (Blue Run Road), where Portsmouth Joint Venture (PJV) crews will be installing a box culvert, headwalls and storm sewer drainage.
Flowers-Ison will be closed at 6 a.m. Tuesday, and the closure will be in effect through Friday, September 30. While it is closed, through-traffic motorists will be detoured locally via C.R. 28 (Lucasville-Minford Road) and Blue Run Road, and residents will have access to driveways along the route.
In the spirit of a public-private partnership, the Ohio Department of Transportation and the Portsmouth Gateway Group are constructing the new state Route 823, a 16-mile, four-lane, limited access highway from U.S. 23 at Lucasville to U.S. 52 at Sciotoville in Scioto County. The Southern Ohio Veterans Memorial Highway is the department’s first P3 project and the largest, modern earthwork project to be constructed in the state’s history.
The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 11, 2015, and executed by FHWA and ODOT.
