Pavement Reconstruction Set To Begin At S.R. 140
Hastings Hill Road To Be Closed Through Next Week
Chillicothe (Thursday, December 1, 2016) – As part of the ongoing Southern Ohio Veterans Memorial Highway construction project, paving work is set to begin on S.R. 140 in Scioto County.
Crews from the Portsmouth Joint Venture (PJV) will be reconstructing and widening a section of S.R. 140 approximately one-half mile north of U.S. 52, where interchange construction for the new S.R. 823 is under way.
In order to undertake the reconstruction work, the contractors will close County Road 251 (Hastings Hill Road) at its junction with S.R. 140. The closure will be in effect beginning Friday, December 2, and continue through Friday, December 9, and while Hastings Hill Road is closed at S.R. 140, motorists may detour by way of C.R. 503 (Gallia Pike/Ohio River Road).
In addition to this, C.R. 31 (Swauger Valley Road) remains closed between T.R. 234 (Shumway Hollow Road) and South Street in Minford for culvert installation. The closure is scheduled to be in effect through Friday, December 2, with the route open to traffic at approximately 7 a.m. Friday.
In the spirit of a public-private partnership, the Ohio Department of Transportation and the Portsmouth Gateway Group are constructing the new state Route 823, a 16-mile, four-lane, limited access highway from U.S. 23 at Lucasville to U.S. 52 at Sciotoville in Scioto County. The Southern Ohio Veterans Memorial Highway is the department’s first P3 project and the largest, modern earthwork project to be constructed in the state’s history.
The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 11, 2015, and executed by FHWA and ODOT.
