Under the direction of the Capital Programs Administration, the Construction Department is responsible for contract administration pertaining to all work performed on District 9's state and federal highways which are not completed by ODOT maintenance forces through the Highway Management Department. This department is also responsible for assuring that all construction contracts are completed in a safe, timely and economic manner. Responsibilities include quality assurance that all materials and items constructed are in accordance with the plans and specifications. Additional responsibilities include LPA project oversight and verification that all Prevailing Wage and EEO regulations are adhered.
Area Field Engineers serve as staff specialists to develop, evaluate and administer construction projects as assigned. Testing supervises the operation, personnel and testing activities of the district’s Bituminous Concrete and Aggregate Laboratory and also the field Bituminous Concrete Laboratories at producers’ plants during the production of material for state projects. Contact: Zach Schaaf, 740-774-8980
