Planning & Engineering

The Planning and Engineering Department is responsible for planning and developing projects for construction. Project selection is based on road and bridge condition data, input from Highway Management, and requests from other governmental agencies or outside sources. All studies and preliminary engineering are performed in this realm, and during project initiation, all affected entities (stakeholders) are involved in the scoping process. These groups will include other ODOT work units, local public agencies, metropolitan planning organizations and others. Projects are then prioritized based on need and funding capabilities for incorporation into the annual work plan and the district's portion of the State Transportation Improvement Program (STIP). Planning and Engineering is then accountable for delivering contract plans from the planning stage to the construction stage.
