ODOT District Ten - Right of Way Permits
The District 10 Permit Office covers permits in Athens, Gallia, Hocking, Meigs, Monroe, Morgan, Noble, Vinton and Washington counties. There is no charge for a permit and they may be obtained from this website or from any ODOT county garage.
Office hours are Monday through Friday from 7:00am to 4:00pm. The office is closed on all major state-recognized holidays.

ODOT District Ten - Right of Way Permits
General Information for all Permits
1. A valid permit to use or occupy the highway right-of-way must be obtained before any construction takes place within the State right-of-way. No work till be initiated on State right-of-way until a permit has been approved by the Ohio Department of Transportation.
2. All permit forms must be filled out completely. Incomplete forms, especially dimensions, will cause delays in processing your application.
3. Location of the proposed work should be indicated by feet or miles at a distance north, south, east or west from the nearest road or intersection indicating which side of the road you will occupy.
4. Applications for residential or field access approaches shall only bear the signature of the property owner and / or the signature of the property owner’s authorized agent (example: estates and power of attorneys). Signature by the contractor is not acceptable.
5. Permits cannot be issued to property owners for any utility service installation, such as sewer taps, water taps, service drops, etc. Applications for these installations must be submitted by the local governing utility company that services the requested area.
6. A permit is not required for work on utility facilities due to weather related causes or accidents. ODOT must be notified when work due to weather related causes or accidents are performed on existing facilities and proper traffic control must be used.
7. ODOT does not issue permits on state highways within villages or cities with the exception of interstates.
8. It is the responsibility of the permit application to contact the ODOT county manager 48 hours prior to starting any work and upon completion of work. Applicant must also contact OUPS prior to any excavation in state right-of-way.
9. Proper traffic control is required for all work in state right-of-way.
