ODOT seeks comments on State Route 45 bridge project over Little Beaver Creek Greenway Trail in Columbiana County
New Philadelphia, Ohio (Wednesday, March 10, 2010) – The Ohio Department of Transportation (ODOT) District 11 is proposing a bridge replacement project on State Route 45 over the Little Beaver Creek Greenway Trail in Columbiana County north of the village of Lisbon.
The existing steel beam bridge will be rehabilitated, including replacement of the current bridge deck, steel beams, and backwalls on the existing concrete piers. No new right-of-way will be required to complete the project. Construction is anticipated to begin in the spring of next year.
The Little Beaver Creek Greenway Trail is a recognized Section 4(f) property in accordance with 23 CFR 774. The use of federal funds subjects this proposed undertaking to the requirements of Section 4(f) of the Department of Transportation (DOT) Act of 1966, which affords protection to publicly owned parks, recreation areas, wildlife and waterfowl refuges, and public or privately-owned historic resources. ODOT values the availability of recreational opportunities, and it is the department's goal to ensure that the proposed project does not compromise public safety or restrict access to use of the Little Beaver Creek Greenway Trail.
Due to the scope of this project and the presence of the Little Beaver Creek Greenway Trail, measures to minimize harm have been developed. Access to the trail shall be maintained throughout construction activities. Due to overhead work, flaggers will be positioned on the trail to stop trail traffic on either side of the bridge for short periods of time not to last longer than 15 minutes. Additionally, the contractor will be required to provide protection for pedestrian and bicycle traffic passing under the structure. The contractor shall place "Road Work Ahead" warning signs approximately 300 feet in advance of the bridge in each direction along the trail. All deck removal and placement, and beam removal and placement over the existing trail will occur at night. The area underneath the bridge will be restored to a condition at least as good as or better than existing prior to demolition activities, if it is disturbed.
The primary functions and components of the recreational trail will not be substantively impaired by the project. The location of construction activities will not impair the intended use or function of recreational activities associated with the trail. There will be no anticipated permanent adverse physical impacts or permanent interference with the activities or use of the recreation areas within the trail. The proposed scope of work is minor in nature. The magnitude of changes to the Little Beaver Creek Greenway Trail is minimal, and the assessment of impacts and proposed mitigation to maintain access and safety are considered to be reasonable and acceptable.
ODOT is seeking comments from the public about the social, environmental and economic impacts of the proposed project. Environmental impacts include impacts associated with historic resources, hazardous materials, ecological resources, and the general location of the project.
