Traffic Changes Coming Next Week for State Route 7 and University Blvd. Intersection at Steubenville
Weather permitting, State Route 7 and University Blvd. traffic changes are expected on Monday, November 28th, for the next phase of construction as part of the ongoing, $10 million access improvement project at Steubenville in Jefferson County.
SR 7 traffic will be maintained – one lane each direction in the northbound lanes via a crossover from Franklin Ave. to University Blvd. for approximately the next five months.
Due to one lane in each direction with the crossover, turning left onto University Blvd. from SR7 northbound will not be permitted. Vehicles wanting to use University Blvd. from SR 7 northbound will be detoured to US 22 westbound to the John Scott Exit, back onto US 22 eastbound to the University Blvd. Exit. Additionally, Franklin Ave. will be closed from SR 7.
Work in this phase includes: lowering the southbound lanes of SR 7 to build an at-grade continuous flow intersection about 800 feet south of the current SR 7 and University Blvd. intersection and construction of the solider pile, retaining wall to make room for the new connector road that runs parallel to SR 7 southbound.
Work the first few months will be removing the pavement, excavation, and drainage installation. Construction on the wall is expected to begin at the end of January. Then in the spring, concrete will be poured for the lowered lanes of southbound SR 7.
Construction work is planned to take place all winter, weather permitting.
ODOT’s contractor is Shelly & Sands Inc., from Columbus, Ohio, and the overall completion date is November 30, 2017.
