The Business and Human Resources (B&HR) administrative area is a very diverse section with regard to duties and responsibilities. This area is responsible for all the "support" functions in the district.
The following departments make up the B&HR area:

Personnel manages the entire personnel program for the employees of District 12. Their responsibilities include vacancy postings, personnel actions, position descriptions, coordination of employee benefits, interviewing and selection process.

Accounting/Finance's primary responsibility is recording and tracking the budgetary actions of District 12, and handling the time sheets and leave information for every employee within the district.

Payroll handles the time sheets and leave information for every employee within District 12.

Facilities’ duties includes the management and maintenance of all District 12 buildings.

Information Technology (IT) is responsible for several types of technology and communications including networking, telecommunications and software development. The CADD end of IT provides training and support for all of the Computer Aided Design and Drafting efforts of the district.

Safety is responsible for the investigation of all work related injuries and workers compensation claims. The Safety Department has also set up the new district Safety Incentive Program. They also disperse first aid supplies and set up Pulmonary Function and Lead/Zinc Testing as well as ensuring that the district employees have a safe and healthy working environment.

The District Garage is responsible for the maintenance of the district's vehicles and machinery.
- Employee Training is a very important aspect of ODOT. The training available to ODOT employees includes Workforce Development, the ODOT Tuition Reimbursement Program, Computer Purchase Plans, In-house Training and the Corporate Partnership Program.
