Howard Huebner, Highway Management Administrator The Highway Management Department is the front line of ODOT, in general, and encompasses the majority of the activities, employees and dollars expended by District 12. The responsibilities of the Department range from maintenance operations such as snow and ice control in the winter to major highway construction in the summer.
The Highway Management Department consists of:Construction is responsible for contract administration, construction engineering and inspection of all work performed on our highways and bridges by private contractors.
Testing supervises the operation, personnel and testing activities of the District’s Bituminous Concrete and Aggregate Laboratory and also the field Bituminous Concrete Laboratories at producers’ plants during the production of material for state projects.
Roadway Services is the support group for Highway Management. This area has four distinct sections including Traffic, Bridge, Incident Management and Lighting & Permits.
County Management is responsible for maintenance of the state highway system within their county. District 12 serves Cuyahoga, Geauga and Lake Counties.
