In an effort to assist in the state’s response to the COVID-19 outbreak, the Ohio Department of Transportation has approved a special blanket permit for haulers carrying heavy or oversized loads of food, non-alcoholic beverages, medical supplies, cleaning products, and other household goods.

Mission Statement:
To safeguard the State system of roadways and roadway structures and contribute to the safe movement of highway traffic through the review of applications and, when appropriate, the issuance of special hauling permits for vehicles/loads that exceed the statutory maximum legal weights and dimensions.


Beginning​ Tuesday, April 14, 2020, special hauling permits issued through the OHPASS system may be shown when needed via an electronic device, such as mobile phone. All other rules and regulations apply.


 Escrow Checks Message

ODOT’s highest priority is the safety of our employees and those traveling on the road. With CDC guidelines encouraging social distancing, ODOT is currently NOT taking walk-in escrow checks from our customers. We realize this is a short-term inconvenience, but as a state agency we must do all we can to limit exposure to our team and reduce the spread of COVID-19.

In lieu of dropping off escrow checks in person, you can send them to the following address:
