Division of Planning Office of Environmental Services

Utilizing an interdisciplinary scientific approach, the Office of Environmental Services (OES) provides education, training, technical expertise and policy development to federal, state and local governments for ODOT to achieve a safe, efficient and environmentally compliant intermodal transportation system that ensures the timely and efficient delivery of ODOT's program while achieving high-level customer satisfaction.

 Office Organization

OES achieves its goals and objectives through the dedicated work of staff -- divided into three sections Environmental Policy, Cultural Resources and Ecological Resources & Waterway Permits -- who monitor and implement environmental laws, rules and regulations through ODOT's environmental, design, construction and maintenance programs in support of the department's Statewide Transportation Improvement Program (STIP) while encouraging best practices and pro-actively working toward consensus among transportation interests.

 Goals & Strategies

  • To develop policy and direction for integrating environmental decisions into all operations within ODOT.
  • To efficiently and effectively guide transportation projects through ODOT's program by providing interdisciplinary review and ensuring compliance with all local, state and federal goals and regulations.
  • To educate and train ODOT and agency personnel, consultants and the public on the State's environmental requirements as they pertain to transportation projects.

 NEPA

The National Environmental Policy Act of 1969 - NEPA - is the federal environmental legislation that drives OES activities. Athough there is state legislation, other federal legislation, federal and state guidance, policies and procedures that we adhere to, NEPA is the legislation all other legislation follows.
