Study Team
The study team for the 2015 studies is composed of five firms - BBC Research & Consulting (BBC) (co-prime consultant), Exstare Federal Services Group, LLC (co-prime consultant), Holland & Knight LLP, Supplier Diversity Research (SDR), and Customer Research International (CRI). 

 


BBC Research & Consulting (BBC)

BBC is a 45-year old, Denver-based economic and policy research firm that has completed over 80 disparity and availability studies across the nation. BBC has extensive experience conducting disparity studies that independently and accurately examine potential discrimination that socioeconomically disadvantaged groups may face in obtaining contracts with public and government agencies and cities. BBC also has expertise with local and federal regulations governing implementations of the Federal DBE Program. BBC has been conducting disparity studies as a prime consultant for 26 years.

Exstare Federal Services Group, LLC

Exstare Federal Services Group, LLC  is a nine-year-old Alexandria, Virginia-based management consulting firm that specializes in designing high level policies, conducting analytical studies, and providing support services on a range of program development and implementation matters concerning small business programs.  The firm routinely assists clients with establishing policies, procedures and practices for disadvantaged business enterprise (DBE) programs and local/small business programs; conducting availability, utilization and disparity studies; conducting compliance reviews; and providing strategic advice and guidance on community outreach initiatives. The firm is African American-owned and a certified DBE in Ohio and several other states.

Holland & Knight LLP

Holland & Knight is a multi-national law firm with more than 1,000 attorneys that has participated in more than 25 disparity and availability studies with BBC. Holland & Knight will develop the legal framework and analysis on disparity study assignments and to consult regarding legal issues. Holland & Knight also has extensive experience conducting in-depth interviews, collecting and analyzing anecdotal evidence, and assessing potential Federal DBE Program measures. Holland & Knight has been working on DBE- and disparity study-related assignments for more than 30 years.

 


Supplier Diversity Research

Supplier Diversity Research is a Black American female‐owned professional services firm specializing in supplier diversity analysis, certification, and compliance. The firm is certified as an MBE by the City of Columbus, Ohio. Recently, the firm conducted a study of inclusion programs in 28 cities for the City of Columbus, Equal Business Opportunity Office. Cynthia Cooper, Supplier Diversity Research President, started Supplier Diversity Research in 2013 after a long career in the private and public sectors. 

 


CRI
CRI is a minority‐owned telephone survey firm that has performed telephone interviews for more than 20 BBC availability and disparity studies. CRI will provide staff members that are trained to interview managers and owners of firms as part of the availability and utilization analyses.
