Cleveland Opportunity Corridor is a transportation and economic development project aimed at connecting I-490 to the University Circle neighborhood.  The Opportunity Corridor encompasses nearly 1,000 acres on Cleveland’s southeast side and is anchored by University Circle and the Cleveland Clinic. The area between I-490 and University Circle has become known as the “Forgotten Triangle” due to the lack of economic activity.  Outside of the transportation benefits it could bring to the Cleveland area, this effort opens the potential for new economic development, new jobs and a new identity for the community. 

 Preferred Alternative


*UPDATED* Based upon the results of a detailed analysis by the design team, ODOT has made a commitment to the City of Cleveland that Quincy Ave will remain open to traffic after the completion of the Opportunity Corridor project.  Additionally, in response to continued coordination between ODOT, the city, and the neighborhood community development corporations, the cul-de-sac locations that were previously depicted as part of the Preferred Alternative at the direction of the Federal Highway Administration have been removed from the project as preliminary design plans are developed.

 Opportunity Corridor Schedule

The Federal Highway Administration approved the Environmental Impact Statement and issued a Record of Decision on May 1, 2014. This completes the environmental process. The Opportunity Corridor project has been divided into three construction sections:

·    Section 1 – East 105th Street from Quebec Avenue to north of Chester Avenue; Construction to begin Fall, 2014.
·    Section 2A – New roadway from East 93rd St. to Quebec Ave. Design-Build; Construction to begin Spring, 2015.
·    Section 2B – New roadway from I-490/East 55th Street to East 93rd Street; Construction to begin in 2017 (TBD).
