Welcome to ODOT's Project Development Process (PDP) website.

ODOT’s updated PDP graphic highlights the focused attention to the Preliminary Engineering (PE) and Environmental Engineering (EE) phases by linking them together under the title of “Preliminary Development.” This Preliminary Development title doesn’t change the project development process nor the work required in each phase. However, this wording provides a greater emphasis on defining those two phases as the primary Preliminary Development decision points and provides better alignment with ODOT’s internal funding phases. With this change, ODOT is defining the PE and EE phase as having separate defined deliverables; however, for ODOT/FHWA finance coding, those two phases will be approved as one. Thus, to better align with FHWA and ODOT fiscal needs, they will provide funding approval in phases defined as: Planning, Preliminary Development, Final Engineering/ROW and Construction. For project development purposes, all five sequential PDP Phases remain valid: Planning, Preliminary Engineering, Environmental Engineering, Final Engineering/ROW, and Construction. Thus all the information on these phases remains unchanged in the PDP Manual. Please continue to follow the guidance in the PDP Manual for each of these phases.

ODOT has been assigned FHWA's responsibilities pursuant to the Surface Transportation Project Delivery Program, otherwise known as NEPA Assignment. The environmental review, consultation, and other actions required by Section 4(f) of the Department of Transportation Act are being carried out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 11, 2015, and executed by FHWA and ODOT.
