Established by Ohio Revised Code in 1997, the nine-member Transportation Review Advisory Council assists in developing a project selection process for ODOT’s largest investments. The TRAC, chaired by ODOT’s Director, also approves Major New projects for funding. In December 2008, a “new era of TRAC” began with the adoption of innovative project selection criteria for ODOT’s Major New construction program. This action followed a year of work by the TRAC, ODOT, and transportation stakeholders to focus TRAC policies and procedures with an emphasis on multi-modal solutions, economic development, innovative financing and fiscal responsibility. Now, the TRAC is looking at applications more systemically, as part of a multi-modal transportation system. The new scoring criteria are designed to more readily consider projects of various modes – highways, bridges, passenger rail, transit, and freight projects – to compete for funding.

 2010-2014 TRAC List

Prioritizing transportation projects that promote the growth of jobs and economic development, the TRAC has unanimously voted to approve the 2010 listing of $2.877 billion in total investments by ODOT through its Major New Construction Program. The TRAC-approved list includes more than $30 million in proposed new construction investments and nearly $70 million in new planning, design, and right-of-way work. “This vote is the culmination of months of intensive and productive work and the outcome of a transparent and accountable process for identifying Ohio’s future transportation needs,” said ODOT Director Jolene M. Molitoris, who also chairs the nine-member TRAC.

 TRAC Policy Amendments

FAST TRAC

On January 28, 2010, the TRAC approved two Amendments to its Policies and Procedures. Amendment 3 establishes the new FAST TRAC process, an effort to advance Major New projects that are crucial economic drivers, have statewide or regional significance and have committed public and private sector partners.
