The specification requests Driver Name and Identification number be tracked by the AVL system. Can ODOT please specify where this information originates? Is it a part of the spreader controller system? Or is it within another system on-board the truck that the driver logs into at the beginning of a shift?

However, as a privately held company, we are not able to disclose the requested financial and legal information requested on page 5 of the RFP, as this information will ultimately become public once the contract is awarded. 1. How does ODOT envision the "Shift" and "Cycle" information to be collected by the system? Is it preferred that the proposed system provides an user interface on a mobile data terminal for user to input the Shift and Cycle? Cycle was described in page 9 of the RFP as leaving and returning to the origination point. What if a truck returns to the origination point for a temporary stop? Please describe how ODOT manages and tracks “Shift” and “Cycle”. 2. Does ODOT have a preferred wireless carrier?

Valley Blades intends to bid the ODOT Invitation No. 403-10. It is our intention to satisfy the contract exactly. In this light please see below questions with regard to some ambiguities on the drawings for item 12 – 203.2mm (8”). General Questions: (The following refer to both drawings, option 1 & 2)* 1. Please clarify which is meant by “carbide insert”, carbide matrix/hardfacing or tungsten carbide inserts? “Carbide insert” is specified. In our experience these types of Plow Guards generally have a carbide matrix sometimes called “hardfacing” or “carbide imbedding” applied in this area. This is typically done in a process similar to welding. In contrast carbide tipped blades have Tungsten Carbide (WC) inserts fastened by brazing into a slot machined into the steel body. 2. What material is required for the base and bar welded to the front of these parts? Typically these parts are manufactured from a base component of AISI 1018-1030 hot rolled mild steel. Usually a bar is welded to the front of these parts; typically made from the same material. 3. What are the dimensions of the bars attached to the front of the parts? Option 1 (THICKNESS X HEIGHT) Option 2 (.750” X HEIGHT) 4. What is the hole type / size? There are no dimensions for the 4 holes in the parts. Normally these holes would be machined to accept 5/8” diameter plow bolts. These holes consist of a 1.125” diameter countersink with a .6875” square through hole. *Valley Blades would be pleased to provide drawings of standard parts which may help to clarify some of the preceding questions as well as prevent any future misunderstanding. Please provide instructions as to where these drawings can be sent.

Section 4 Will you accept an 8" top rail as this is our standard? This top rail weighs 4.975#/ft and the horizontal legs are thick for side load stiffness. You indicate floor crossmembers to be no less than 12" apart. Do you mean spacing or centers? What does I-seam width shall be approx 50" mean? Do you mean 3 marker lights down each side as required by FMVSS108, not down each post as the spec indicated? The statement "Side Quick-Lock side roll tarp, Tarp Bar, single for 10' liner" does not make any sense to me. Could you explain? Explain what you are referring to when you call out "body fenders" shall be minimum of 18' in length. Section 4.1 Tailgate Instead of cable turnbuckles, would you accept a more traditional "winglatch" on each side of the gate? Explain Minimum 3/8" strap bottom. Section 4.2 Chassis Do you want the frame rails to extend past the front of the box, as would be the case if they were 35' long, or would you accept main frame rails 34'6" from the center of the hinge to the front? Will you accept a 40" wide chassis? Is the overhang to be 6', which would require a certified underride bumper, or 6", which would be a "wheels back" configuration not requiring a certified bumber? Don't you mean Reyco 21B suspension, not 218? You indicate 4 steel disc wheels. Is this per axle or total? Section 4.3 Lift axles What capacity are you looking for and do you want tires/wheels? If so, what size?

1. Will a certified arborist be required for all activities ,such as single & multi blade trimming, mulching, stump grinding, and truck loading etc? 2. Certified Arborist - certified by whom? 3.Your mulching line item- Skidsteer Mulchers range from Bobcats ($50 - $60 per hr or less) that are not comparable in production to purpose built skid steers such as (Rayco, Supertrak, Fecon etc.)($80 - $150per hr & up) Cat 287 w Hi flow & ASV RC 100 are not purpose built, but will do the job on an occasional basis. It is not an apples to apples bid. If I bid $50 per hr for a bobcat w/head and somebody bids $80 per hr for a real Skidsteer mulcher, the bobcat is the cheapest, but even an ASV RC 100 4:1. They simply do not have the horsepower, Hydraulic flow & pressure & cooling capacity to properly run a head productively. So a $50 per hr bobcat will actually be 4 xs more expensive than a better machine listed above, because it will take them much longer to produce the same amount of work. Perhaps this could be bracketed by Hp. For instance Our Supertrak Sk 400’s (400hp) are more per hr than our Supertrak TL 150‘s (97hp), 120’s (120hp) & 140’s (140 hp). The units we mulch behind our hedgers with offer a superior (fine mulch) product as compared to our forestry mulchers. Set a minimum of 97hp. and then give line items for 97 - 200 hp 200 - 300 hp & 300 hp and above. That way your people will be able to make a choice that is the most productive & cost effective for their need. Generally these machines run about $1 per HP per hour. Chippers You spec a Bandit 1850 chipper. This is a 18" chipper with anywhere from 250 hp - 325 hp. Why a disc as opposed to a drum. A drum will process the bigger wood and limby trees faster than a disc chipper of the same size? I understand you don’t want someone showing up with a DR 8hp chipper. Would a Vermeer BC 2000 (20") drum chipper with 250 hp engine be comparable to an 1850?

Purchasing contract 022-10 is listed to be awarded by group and is noted that a bid must be submitted for each item in the group to be eligible for the award of the group. Group 3 of this contract is for Autoscope Video Detection equipment and contains 4 items that are no longer manufactured. These are ASOLOPROUSS, ACIP4SS, ACIP4ES, and AMINIHUBTS2. As a result, it is not possible to bid replacements for these items. Since all items must be bid to be considered for an award, will an addendum be issued removing these items from the contract?

On page 4 of the ITB Invitation N0. 025-10 on the last paragraph it state that Districts 2, 4, 9, 11, & 12 each have a single elevator. The District #4 has two elevators at its facility State Id#'s #30794 a Three Stop (12 ft of Rise) Hydaulic Installed in 1989, and State Id#33096 a Three Stop (27 ft of Rise) Hydraulic Installed in 1993. if the ITB only says that this facility has one elevator than which one is the ITB requesting a Bid on? Please let me know how you would like me to proceed with the Bid. Thank you.

We would request consideration be given to splitting out the Incandescent fixtures from the LED fixtures. Incandescent fixture availability is limited and may be discontinued completely. The Energy Policy Act of 2005 which took effect January 1, 2006 requires that "any traffic signal modules or pedestrian module manufactured on or after January 1, 2006 shall: (1) meet the performance requirements used under the Energy Star program of the Environmental Protection Agency for traffic signals........(2) be installed with compatible, electrically connected signal control interface devices and conflict monitoring sytems." Only LED signals meet the Energy Star program requirements referenced. We question whether incandescent traffic signals should be provided on public projects. Are the 5 section signal sections to in-line or cluster configuration? If the 5 section is to be a cluster is the signal to be provide with any bracket(s)? Are backplates to be provided with a reflective tape border?
