The sale date is set for 15 4-15-09. 16 Let's begin by taking care of some 17 housekeeping. Please make sure you've signed 18 in. Remember to turn your cell phones off or 19 to vibrate. The purpose of this 12 meeting is to give a brief overview of the 13 project, and once we've completed that, to 14 open the floor for any questions that anyone 15 may have. 16 Quick overview of the project. 17 This project is a proposed four-lane divided 18 highway on new alignment. It is the third 19 project of the main alignment being sold. 20 The approximate length is 9.89 miles. Part 1 21 starts at mile marker 15.85 in Henry County 22 and ends at mile marker 6.19 in Lucas County. 23 The project contains one diamond 24 interchange at State Route 295, four 25 overhead structures at County Road 3, County 6 1 Road 109, County Road 111 and State Route 2 295. All these structures have MSE walls. 3 There are four county roads which 4 are being cul-de-sac'd, County Roads 1, 4, 5 146 and 151. And there are also five 6 township roads being cul-de-sac'd, 3B, 2B, 7 110, 112 and 113. There's also 11 Type A 8 crossover culverts and ditches along the 9 main alignment. The connector road for 10 Bailey Road and Hertzfeld Road is also being 11 constructed. 12 Environmental Concerns 13 There's six wetlands that have 14 been noted on the schematic plan sheet and 15 should not be used for borrow, field office 16 or equipment storage. In stream construction 17 activity will only be allowed between June 18 30th and April 15th for Keiper Ditch. There 19 are two bald eagle's nests located south of 20 State Route 295 interchange. All work in 21 this area will need to be performed after 22 July 1st and by January 1st. This time line 23 also includes areas for borrow. 24 The district has let a tree 25 removal contract, as Mike mentioned, for the 7 1 80444 and Part 1 of 80446 minus the bald 2 eagle area. The trees within the bald eagle 3 area of protection will need to be removed 4 after September 15th and before January 1st. 5 There is an alternate bid on this 6 project. The alternate is for pavement. The 7 first alternate, the pavement that will be 8 used on the main line from Station 837+00 to 9 327+00 and State Route 295 ramps, the first 10 alternate is for 880 asphalt concrete, 11 seven-year warranty. The district 12 recommends Item 409 longitudinal joint 13 sealer. The second alternate is 896 14 Portland cement concrete pavement, 11 1/2 15 inches thick, seven-year warranty. 16 Embankment 17 The aerial survey 18 variation that was identified in earlier 19 projects is going to be addressed in an 20 addendum very soon. The district has 21 reconstructed a proposed tin as comparing 22 that to the new lidar existing tin that was 23 adjusted and checked. The new embankment 24 and excavation quantities will be adjusted 25 in a table format. The benchmarks from 8 1 550+00 to 567+00 and 837 to 327.00 mainline 2 will be adjusted higher, 0.5 feet. There 3 will not be an adjustment for the 4 cul-de-sacs or for Part 2 of the project. 5 These areas were conventionally surveyed and 6 will not need an adjustment. The district 7 will be adjusting the benchmarks of the plan 8 to make the embankment quantities similar to 9 what the original plan has. There also will 10 be an addendum very soon on the aesthetics 11 of the parapets. 12 MOT 13 MOT was designed with all 14 the construction projects being considered. 15 The following criteria must be followed: 16 State Route 295 has a time limit of 300 17 consecutive days for closure. State Route 18 295 cannot be closed until County Road 143 19 is constructed and open to traffic. All 20 roads that will be cul-de-sac'd must remain 21 open until all the overheads have been 22 opened to traffic. The intersection of 23 County Road 111 and Township Road 148 shall 24 only be closed for 14 calender days for 25 improvement. The intersection of County 9 1 Road of 109 and Township 148 shall only be 2 closed for 14 calender days for improvement. 3 Closure of Route 3 is limited to 290 days. 4 County Road 109 is limited to 260 days. 5 County Road 111 closure is 290 days. 6 Construction crossovers can use 7 existing pavement to construct proposed 8 westbound lane and then you'll need to 9 complete the permanent pavement marking and 10 signing for the 24 main line. Then the 11 crossovers will be used to crossover the 12 eastbound lanes to the new 24 and open it 13 to traffic, but using the existing pavement 14 and the new 24. Then they'll complete 15 Township Road 10 and 424 pavement and 16 connect and remove the old 24 roadway and 17 then remove all crossovers and open 18 Township Road 10 to structures, Township 19 Road 10 structures. 20 We'll now open the floor for 21 questions. Larry. 22 MR. GILLEN: Larry Gillen, Miller Brothers. 23 Did you say 295 would be closed for 300 days? 24 MS. BALDWIN: I think that's what I read from 25 the notes. 10 1 MR. GILLEN: Sheet 38 says 315. 2 MS. BALDWIN: Actually, I have 300 and 315. 3 We'll have to correct that. There's 4 conflicting notes in the plan. We'll get 5 that addressed. 6 MR. WILSON: Jim Wilson, E.S. Wagner Company. 7 On the other job you had gone back into the 8 embankment quantities and had adjusted out 9 the table that did not participate in the 10 fuel escalation. Will that be done on this 11 particular job, because there's a huge 12 quantity of embankment that's going to have 13 to be moved regardless of which option is 14 going to be constructed? 15 MS. BALDWIN: Yes. We had to do that on the 16 other one too. We adjusted with addendum. 17 MR. WILSON: There will be one here also? 18 MS. BALDWIN: Yes. Uh-huh. 19 MR. WILSON: Same thing with the aggregates 20 and so forth? 21 MS. BALDWIN: Yes. Yes. That whole table 22 has to be adjusted because of the way the 23 quantities are in the plan. We couldn't get 24 -- it had already went through before we 25 could get the addendums through. 11 1 MR. WILSON: Okay. 2 MS. BALDWIN: Okay. 3 MR. KERST: Jeff Kerst, Kokosing. You 4 mentioned about the, clearing the bald eagle 5 area. Who's going to clear the bald eagle 6 area? Is that the responsibility of the 7 previous -- 8 MS. BALDWIN: That is part of this contract. 9 That would be part of this contract. 10 MR. KERST: Okay. Second question. Looking 11 at the proposal, I'm not sure about any items 12 for building demolition. But there seem to 13 be quite a few homes and barns in the 14 right-of-way there, some of them have already 15 been removed. Is there any other stuff for 16 removal? 17 MS. BALDWIN: I'll have to check on that, 18 verify that. 19 MR. KERST: Last question has to do with 20 landlocked parcels. Because of the 21 right-of-way take, is ODOT purchasing the 22 properties? And if they are, will they be 23 available for use for borrow or temporary 24 facilities? 25 MS. BALDWIN: Yes. We'll have to -- we had 12 1 an addendum on the other one. 2 MR. KERST: Thank you. 3 MR. HINES: Denny Hines, Miller Brothers. 4 Can you put a date on very soon other than 5 very soon? What's -- 6 MS. BALDWIN: Very soon. 7 MR. HINES: On the earth work tables, is that 8 going to be by like Tuesday of next week or 9 is that going to be in three weeks or -- 10 MS. BALDWIN: We are working on the tables 11 for the other project and they are, we are, 12 hopefully, going to have them done by the end 13 of next week. The other project has to go 14 first. So, hopefully, by the end of next 15 week. 16 MR. HINES: You'll have these next week too 17 also, this job? 18 MS. BALDWIN: This job. Yes. 19 MR. HINES: By the end of next week you'll 20 have both earth work quantities straightened 21 out? 22 MS. BALDWIN: I hope so. 23 MR. HINES: Or to the best of your ability. 24 I don't know if straightened out or not -- 25 MR. WINKLEMAN: Larry Winkleman, Miller 13 1 Brothers.. On the last project we asked the 2 question about the alternate pavements and 3 ODOT stated that the project would be awarded 4 based on the lowest price and that then the 5 department, if they were going to consider 6 the other pavement alternate, would do that 7 with the low selected bidder. Does the same 8 criteria apply to this project? 9 MS. BALDWIN: Yes. 10 MR. WINKLEMAN: Also, on the alternate, the 11 proposal is set up AA1 and AA2 for the earth 12 work, then there's an AB1 and an AB2 for the 13 pavement items and an AC1 and an AC2 for the 14 striping. I don't think that's going to 15 work. I think it all should be AA1 and AA2 16 because otherwise EBS could select concrete 17 pavement and asphalt striping and asphalt 18 earth work. So I think you need to look at 19 the labeling of the alternates in the 20 proposal. 21 MS. BALDWIN: Will do. Anyone else? 22 MR. REPENNING: Jeff Repenning with Anthony 23 Allega. Along with the question of the 24 borrow areas that you might furnish, the 25 first project you had borrow areas in this 14 1 project. Are you going to separate those or 2 is there going -- are you going to clarify 3 those for each project? 4 MS. BALDWIN: Yes. 5 MR. REPENNING: And there will be borrow 6 areas available? 7 MS. BALDWIN: There will be a borrow -- the 8 borrow areas that are within that project 9 will be available for that project. 10 MR. REPENNING: Okay. 11 MS. BALDWIN: Okay. Does that make sense? 12 MR. REPENNING: Uh-huh. 13 MS. BALDWIN: Anyone else? 14 MR.
