The Federal Highway Administration updated the National Bridge Inspection Standards on June 6, 2022.  There will be significant changes rolled out regarding bridge inspection policy, qualifications and data requirements in the coming months and years.  For the latest on these updates please refer to the National Bridge Inspection Standards 2022 website.  For how Ohio plans on implementing the new rules please stay tuned.

LEAP Bridge Concrete - Abutment Foundation Loading​

While performing an abutment design in LEAP Bridge Concrete – Substructure module, with the entire bridge modeled in the software, ODOT has witnessed an overestimation of the abutment self-weight resulting in higher pile loads. The magnitude of the error is difficult to define because it is dependent on several geometric aspects of the abutment but it can be as high 10 times above the expected loading. It should be noted that this error only occurs when trying to design the abutment with the entire bridge being modeled in the software. The work around for this issue is to create a standalone design file for just the abutment and use that model to design the abutment by manually inputting the beam loads.

Bentley has been made aware of this issue and they are in the process of determining the source of the error so they can get it fixed.

Bridge Inspection Level 1 and Level 2 Training

These two separate one-week long classes (5-d each) will be taught by Jared Backs and Mike Brokaw three times each year.   It has been invite-only in 2021 and 2022 in order to clear the priority compliance backlog from COVID.  We are still clearing the backlog.  If you are an ODOT Bridge Specialist 1 or an active bridge inspector employed by a County Engineer or a City and have not attended these two classes then email Jared.Backs@dot.ohio.gov.  All classes will be offered in Columbus at ODOT Central Office until the waitlist is cleared.  Once the wait list is cleared in 2022 or 2023 then registration will be offered through LTAP.   ​​​​

The AASHTO Committee on Bridges and Structures has been notified of the following error in the LRFD Bridge Design Specifications, Article 5.10.6 that may lead to improper spacing of shrinkage and temperature reinforcement:

The third bullet item in the first list which reads:

"For all other situations, 3.0 times the component thickness but not less than 18.0 in."

Shall be replaced with:

"For all other situations, 3.0 times the component thickness or 18.0 in."

The ODOT Office of Structural Engineering will be conducting several two day AASHTOWare BrR (version 6.8.2) training sessions for Load Raters. Same training will be given in each session.

All sessions will take place in the ODOT Central Office, 1980 W. Broad St., Columbus, OH, 43223; DoIT Computer Training Room (in the Lower Level, close to Cafeteria). The training will begin at 8:00 AM and conclude at 3:30 PM each day. Upon arrival, computers and training material will be provided to all registered attendees. Bring your own calculators to work on examples during the training.
 
There is no cost to attend this training. Certificates for 10 hours of training will be provided at the conclusion of the training to those who will attend both days of training.
 
To be placed on the wait list, please email or call Suzy Pettet, (suzanne.pettet@dot.ohio.gov or 614-752-9976) and provide your name, organization and contact information. The sessions are limited to 15 attendees per session, and registration will be on first come, first serve basis.
 
This BrR training does not meet the "Periodic Bridge Inspection Refresher Training" requirements as described in the FHWA Metrics.

ODOT's Seismic Policy Update

At 9:00 am on Wednesday December 14, 2016 in the ODOT Central Office Auditorium, 1980 West Broad Street, ODOT will present an update to the Seismic Policy for bridge and structure design. This update will provide an introduction to Seismology; present Ohio's seismic history; discuss AASHTO's seismic design philosophy; explain the reason for the policy update; illustrate the process to determine the seismic hazard for a project location; and discuss the design impact of ODOT's new seismic policy on new and existing structures. Attached is an agenda (4.5 CPD hours available):

Bridge Maintenance – NHI 130108 Newly Updated Version of Course for 2016

Replacing the original Bridge Maintenance course (FHWA-NHI-134029), this entirely new Instructor-led Training (ILT) course will provide participants with knowledge regarding common deficiencies that occur in bridges, common defects in bridge elements, preventive maintenance techniques, and protective systems intended to prevent deterioration and deficiencies in bridges. With this knowledge, this course will enable participants to investigate proper bridge maintenance procedures using bridge maintenance resources and apply these practices on-the-job.

​Safety Inspection of In-Service Bridges (NHI Training) - Columbus, OH

This 10-day course was updated in 2012 and now contains mandatory Prerequisite Requirements for participants and host requirements in preparation for the field exercises.  This course is based on the 2012 FHWA "Bridge Inspector's Reference Manual (BIRM)" and provides training on the safety inspection of in-service highway bridges.  The course includes a physical field trip which includes an actual bridge inspection.  This field trip is in lieu of one or both virtual bridge exercises.  ODOT will provide transportation for course participants to attend the field trip portion of this course.  Further training will include inspection on critical findings, their identification and response; curriculum on the AASHTO element level inspection approach; and activities that maximize participant engagement throughout the course.  The course fulfills the comprehensive bridge inspection training requirements of the National Bridge Inspection Standards.

Structure Management System (SMS) stakeholders,
 After discussions with the developers and ODOT staff, ODOT has made the decision to launch the new SMS in production mode “GO LIVE” the week of May 12, 2014.  
 The current Bridge Management System (BMS) will be switched to ‘read-only’ mode on April 3, 2014.  Therefore data in the BMS will not get updated after switching to read-only mode.  Any unapproved inspection reports or changes to inspection or inventory data must be submitted or made prior to April 2, 2014 in the current BMS or wait until after the new SMS goes live.
 SMS Training:
  • The Office of Structural Engineering will continue to provide open labs and will make video tutorials available.
  • Manuals, in development, will be imbedded into the SMS. 
  • Future Bridge Inspection Training, also in development, will incorporate changes associated with SMS and Element Level Inspections.

The “Steel Bridge Design Handbook” Volumes 1 through 19 and related design examples are now available on FHWA’s website.  Development of the Steel Bridge Handbook was funded from the SAFETEA-LU Higher Performing Steel Bridges designated program.  This handbook covers a full range of topics and design examples to provide bridge engineers and owners with the information needed to make knowledgeable decisions regarding the selection, design, fabrication, and construction of steel bridges. The handbook is based on the Fifth Edition, including the 2010 Interims, of the AASHTO LRFD Bridge Design Specifications.  This is the culmination of seven years of effort beginning in 2005 by many recognized experts in the steel bridge industry.  This Handbook may be downloaded free of charge from the attached link.

The “Manual for Repair and Retrofit of Fatigue Cracks in Steel Bridges” is now available on FHWA’s website. Development of the Fatigue Repair Manual was initiated by the late Professor Robert Dexter from the University of Minnesota and finalized for publication by FHWA. It represents expert consensus guidelines that were gathered and vetted during a special fatigue workshop held at Lehigh University in 2002, with further revisions and updates made over the last decade.  This manual may be download free of charge from attached link.​

The Ohio Department of Transportation, Office of Structural Engineering, has developed library files for the state's standard I-beam and adjacent box beam sections; prestressing strands; live loads; and rebar for use with Bentley System Inc.'s Leap Conspan software.  ODOT encourages designers to utilize these section libraries for consistency in design and review of plans developed with this software.  ODOT does not endorse the use of Bentley System Inc.'s software package over other commercially available design software packages.

Due to over-whelming response to first LRFR training session next month and not being able to accommodate everyone, we have planned another LRFR training session on July 21, 2011, in ODOT Central Office Auditorium.

The deployment of the new inspection program has been pushed back one week to Monday, April 11, 2011.  These applications will be affected:
BMRI New version 2.8.0.0
Will be release on Monday, April 11th following the Sunday upgrade to BMS.  This new release supports the new BMS database and is incompatible with the prior version of BMRI.  A conversion utility will be included within the install package to import old export databases into the new format(s).  However those inspection dates after the implementation and (obviously) uploaded after the implementation will not need to use this conversion utility i.e. business as usual.
For COBOL (CEAO Software, Inspectech):
New version online and updated txt files will be available after the implementation.  When inspection dates before 4/10/11are uploaded into BMS the following rules will be applied:
20. Gusset Plates - default to blank or "Space"
21. Lateral Bracing - default to blank or "Space"
48. Scour (left box) - default to blank or "Space", and remove the error code
49. Abutments - default to blank or "Space"
69. Default the new Survey Boxes (5, 6, 7 & 8) to "N"
BMS
New version will be available and it will only show the new inspection form after the implementation.  For bridges inspected before 4/10/11 and uploaded after this date inspectors will have to use the new format and they should use the default values (stated above) for the eight boxes that have changed definitions. 
Preprints will follow a similar format as the BMSWebreports but without a username and password and with more batch-printing capabilities.

MEMORANDUM ON LOAD RATING OF NEW BRIDGES
All new and replacement bridges, with preliminary design starting after October 1, 2010, and requiring load rating, shall be load rated at inventory and operating levels by the AASHTO LRFR method to comply with FHWA requirements. The load to be used for inventory and operating rating based on LRFR method shall be AASHTO’s HL-93 loading (truck & lane or tandem & lane), according to BDM Figure 902.
All bridges shall also be load rated for four Ohio Legal Loads (2F1, 3F1, 4F1, and 5C1) at operating level using the same method of analysis as used for inventory and operating ratings above. The four Ohio legal loads (2F1, 3F1, 4F1 and 5C1) are given in BDM Figure 903.
All trucks used for analysis shall have transverse spacing, between centerline of wheels or wheel groups, of 6 ft. [1.830 m].
For long span bridges as defined in BDM Section 905, use the special load configurations given in BDM Section 917.
The inventory and operating ratings for the AASHTO HL-93 loading shall be expressed in terms of rating factors, rounded off to the nearest two decimal points. The operating ratings for each of the Ohio Legal Loads shall also be expressed in terms of rating factors of respective legal load rounded off to the nearest two decimal points. The summary rating for all of the Ohio Legal Loads shall be the smallest rating factor of the four vehicles expressed as a percentage (i.e., multiplied by 100) and rounded off to the nearest 5 (125%, 100%, 65%, etc.)

Revised Truss Gusset Rating Using LF & WS Methods (May 2010)
 
The Office of Structural Engineering has revised the spreadsheets used to rate gusset plates located on Load Rating Downloads Page.  The original file extension is xlsx, please change the extension after downloading the files.  Major changes were focused in Check No. 3: Minimum Rivet Count Requirement and Check No. 7: Gusset Plate Combined Planes Shear Rupture Resistance.  The formulas in Check No. 3 wre revised to calculate more accurately bearing capacities of fasteners on plates.  This is to comply with AASHTO 17th Edition 10.46.1.3. Check No. 7 uses the vertical and horizontal components of axial forces of truss members, and it applies them in the appropriate gusset plane to calculate global block shear capacity.  Some of these force components were reversed.  While bearing stress of fasteners and global block shear seldom control load rating, it is advised to double check the results.  For questions or comments, please email: Omar.Abu-Hajar@dot.state.oh.us

NOTICE TO BRIDGE DESIGNERS:

The guardrail post spacing on prestressed box beam bridges shall be referenced to each prestressed beam end.  Failure to show this dimensional reference in the bridge plans, often results in project delays while the fabricator requests information in order to finalize the shop drawings.  Refer to BDM Section 302.5.1 for additional detailing issues associated with guardrail post layout.

Rating Truss Gusset Plates
The Office of Structural Engineering has a new MS Excel spreadsheet for rating truss gusset plates. This spreadsheet is in compliance with FHWA's latest requirements dated July 28, 2008, using the Allowable Stress Design method.

A ten-member committee made up of the County, State, City and Consultant bridge inspection professionals will update the current 2006 Manual of Bridge Inspection in order to best reflect current research and update condition ratings to a 9-0 scale.  Changes will be implemented by early spring 2009.

You are encouraged to attend one of the following Open Forums in order to informally discuss revisions you would recommend to the Committee.
